Performs highly advanced (senior-level) property management work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may direct and manage property operations, maintenance, and administrative functions. ESSENTIAL DUTIES:

The Property Manager IV will: Serves as property manager for a large facility or complex of facilities within the agency's inventory. Manages property operations for a complex portfolio, ensuring maintenance, safety, and compliance with applicable regulations. Plans, schedules, and coordinates general maintenance, major repairs, and remodeling or construction projects. Inspects properties to ensure they are safe and to determine where repairs or maintenance are needed; conducts regular property inspections of facilities including interior, exterior, roof, basement, and mechanical areas. Conducts and oversees regular property inspections, identifying maintenance needs and ensuring prompt resolutions. Participates in meetings with project managers and contractors to coordinate large-scale deferred maintenance and capital improvement projects in occupied spaces. Liaises with maintenance technicians and supervisors to ensure accurate and timely resolution of maintenance requests. Communicates extensively with tenant agency representatives in person and via phone and email to provide maintenance request status, project updates, and all other matters affecting them. Develops and maintains professional working relationships with tenants; maintains strong working relationships while addressing concerns effectively and escalating as necessary. Schedule and conduct quarterly meetings with tenants to discuss concerns and solutions; leads tenant meetings promoting communication and satisfaction. Oversees tenant services to align with agency standards and objectives. Ensures compliance with all agency policies and procedures and pertinent laws and regulations, including the Americans with Disabilities Act (ADA), Texas Department of Licensing and Regulation (TDLR), Fire Code, and the TFC Tenant Manual. Develops and evaluates policies and procedures, monitors compliance. Adheres to agency and division policies and procedures; answers telephone and other inquiries regarding policies and procedures. Maintains records of property agreements, general maintenance, major repairs, and remodeling or construction projects. Maintains accurate records of maintenance, repairs, tenant interactions, and related administrative functions. Prepares and reviews reports on property management activities, ensuring quality and compliance. Assists the Property Management and Tenant Services Manager in implementing and overseeing program policies and procedures. Serves as acting manager during the manager's absence, ensuring continuity in operations and decision-making. Provides backup in managing contract procurement and budget oversight. Trains, guides, and oversee junior property managers and support staff in their duties. May train, lead, and/or prioritize the workload of others. Assists in performance evaluations and development of staff within the program. Supports adherence to safety protocols and best practices across managed properties. Ability to oversee and/or supervise the work of others. MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with major coursework relevant to business administration, communications, or a related field. Four (4) years of experience in commercial or residential property management. Education and experience may be substituted for one another. Ability to maintain the security or integrity of the infrastructure of the State of Texas. PREFERRED QUALIFICATIONS:

Certifications in any of the following: Building Owners and Managers Association (BOMA) Real Property Administrator (RPA) Facilities Management Administrator (FMA) Institute of Real Estate Management (IREM) Certified Property Manager (CPM) KNOWLEDGE, SKILLS & ABILITIES:

Extensive knowledge of the principles and practices of property management. Working knowledge of ADA, TDLR, Fire Code, TFC Tenant Manual. Working knowledge of construction practices, including inspections and repairs. Knowledge of agencys policies and procedures, state administrative rules. Knowledge of administrative practices and procedures. Skill in the use of personal computers and applicable programs, applications, and systems, including email, word processing, and database software. Skill in coordinating technical activities with contractors. Skill in managing and working in a team environment. Skill in using effective organizational and planning methods. Ability to establish goals and objectives; and to develop and evaluate policies and procedures. Ability to coordinate the work of others. Ability to maintain effective working relationships with peers, agency personnel, tenants, and the public. Ability to provide customer service. Ability to supervise the work of others. Ability to communicate effectively, both orally and in writing. WORK SCHEDULE:

In-Office: 8:00 am to 5:00 pm, Monday - Friday. Must be able to work flexible or irregular hours, as needed; weekends, nights, and/or holidays PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This position requires the ability to stoop, bend, lift, and stand for prolonged periods of time. Must be able to move 55 lbs. and, occasionally, 100 lbs. of products and materials. Must be able to work outdoors and in various weather conditions. Must be able to navigate uneven terrain and at various heights using ladders and lifts.
