Job Summary
Position: Environmental Protection Specialist, GS-13, Office of Facilities and Asset Management, Integrated Services Division, U.S. Customs and Border Protection.
Location: Washington D.C.
Special requirements: A Certified Energy Manager (CEM) Certificate is desirable. This role may require travel away from the normal duty station.
Employment Details
Term appointment, not-to-exceed 4 years; no conversion to permanent competitive service.
Probationary period: first year of service.
Salary: GS‑13, Step 1 ($121,785) to Step 10 ($158,322).
Responsibilities
Lead environmental planning and compliance for major USBP border infrastructure projects.
Direct, coordinate, and evaluate energy planning and policy for large‑scale, complex programs that comply with environmental, energy, and sustainability laws and regulations.
Update and implement energy investment programs, ensuring correct agreements on rate of investment, cyber‑security, and contract execution issues.
Develop and monitor best management practices to solve energy problems and establish metrics to measure program success.
Lead development of environmental, energy, and/or sustainability programs within CBP, including the Energy Independence Act, Energy Policy Act, and Environmental, Energy and/or Sustainability Executive Orders.
Assist with process improvements to enhance reliability of facility energy infrastructure assets such as generators and transfer switches.
Qualifications
U.S. Citizen.
Male applicants born after 12/31/1959 must be registered with Selective Service.
Primary U.S. residency for at least 3 of the last 5 years.
Proficiency in English and ability to complete pre‑employment processes in English.
Ability to pass a background investigation.
Desirable: Certified Energy Manager (CEM) certification.
