We are actively seeking a Capital Solutions Specialist III
to join our Capital Solutions team. The ideal candidate may be located in the Harrisburg, Allentown, York, King of Prussia
or
Lancaster, PA
offices. As a Capital Solutions Specialist III
with HRG , you will be responsible for leading funding and financing efforts for municipal and infrastructure clients, working closely with clients, agencies, and internal project teams to advance complex grant, loan, and funding strategies. This experienced level position offers the opportunity to take ownership of high‑impact funding initiatives, mentor team members, and play a key role in helping communities move critical infrastructure projects forward.
Key Responsibilities
Lead the preparation and submission of complex state and federal grant applications with minimal oversight
Prepare and manage all phases of PENNVEST applications, settlements, and disbursements, ensuring compliance, accuracy, and timeliness
Support select elements of RACP and other advanced funding programs, as applicable
Coordinate directly with funding agencies regarding active and prospective applications and grant‑funded projects
Develop clear, compelling client communications related to funding strategies, application status, and implementation requirements
Prepare and deliver presentations, agendas, handouts, and meeting summaries for stormwater utility implementation and funding‑related projects
Review planning, engineering, and financial documents and lead development of project narratives, case statements, and funding justifications
Perform and present advanced financial analyses, budget projections, and funding scenarios for client decision‑making
Attend, present at, and facilitate client, stakeholder, and agency meetings and workshops
Provide quality control for grant application templates, tracking tools, and award documentation
Mentor and support Capital Solutions Specialist I and II team members, sharing best practices and technical expertise
Requirements
Bachelor’s degree in engineering, planning, business, finance, communications, public policy/public administration, environmental sciences, or a related field
3–8 years of relevant professional experience supporting funding programs, grants, loans, or municipal infrastructure projects
Strong written and verbal communication skills, including advanced technical and persuasive writing
Demonstrated ability to analyze, synthesize, and interpret data from multiple sources
Effective utilization of common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, etc.
Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
Valid US Driver’s License is required
Legal authorization to work in the U.S.
