PeopleTec, Inc. is seeking a Human Resources Specialist to support our Fort Belvoir, VA operations as part of the stand‑up and maturation of a new Capability Program Executive (CPE) organization. This position will be embedded in HQs in a fast‑moving DoD acquisition environment, directly supporting the stand‑up and scaling of a CPE organization. This is not a traditional HR role; it is a build‑as‑you‑go environment where you’ll be expected to navigate systems, solve workforce problems, and bring structure to ambiguity.
Duties
Own and execute personnel actions in DCPDS, EMPReS, HRDB including tracking, troubleshooting, and ensuring end‑to‑end accuracy of personnel actions to include reassignments, realignments, announcements, promotions, promotions NTE, vacancy announcements.
Pull and interpret workforce data (e.g., BOBI reports) and create Power BI Dashboards to support leadership decisions and workforce planning.
Coordinate with management on the development of announcements and coordinate with CPAC on all personnel actions are correct and complete.
Work to create a process for civilian awards and works with management and HC Director to ensure they are complete and processed in a timely manner.
Ensure Human Capital Director and management are aware of status of personnel actions and awards.
Apply working knowledge of the Acquisition Workforce (AWF), including Acquisition Certification requirements, Acquisition career fields and progression, Pay structures (AcqDemo / NH scale).
Operate within AcqDemo performance management, understanding contribution‑based compensation and appraisal processes.
Navigate and apply systems and tools such as DCPDS, EMPRESS, CAPPMIS, and other Army/DoD HR systems (e.g., ATAAPS, USA Staffing).
Build and refine HR processes from the ground up, as this is a stand‑up organization, not a plug‑and‑play environment.
Serve as a translator between HR systems, acquisition leadership, and mission needs.
Support workforce structuring and transitions, including position management, organizational alignment, and real‑time problem solving during workforce shifts.
Required Skills & Experience
Minimum of 5 years of experience in a DoD operational environment, with experience supporting Army or joint programs.
Expertise in administration, communication, operations management, event planning, and/or analytical techniques and processes for both technical and administrative support activities.
Knowledge of human resources analytical principles and practices, management and organizational behavior/analysis, workforce management, human resources information systems, and/or ability to provide technical advice on project teams.
Works as a member of teams and assists with solving complex problems.
Capable of working independently with some training and oversight.
Competency in Microsoft Office, including PowerPoint, Word, and Excel.
Ability to multi‑task and complete assignments on schedule.
Strong verbal, communication, and writing skills.
Must have a current driver’s license.
Must be a U.S. Citizen.
Must have an active DoD Secret clearance upon hire, and the ability to maintain this level of clearance during employment.
Education Requirements
Completed Bachelor's Degree in a related field with 5+ years of relevant work experience.
Desired Skills
Familiarity with Army or Joint personnel systems, workforce planning tools, or HR information systems (e.g., DCPDS, ATAAPS, USA Staffing, or similar).
Experience conducting workforce analysis, organizational assessments, or process improvement initiatives.
Demonstrated skill in preparing executive‑level briefings, reports, and decision‑ready products.
Training or certification in HR, project management, or organizational development (e.g., SHRM‑CP, PHR, PMP, DAWIA/FAC‑P/PM) is a plus.
