
Human Resources Generalist - Employee Relations

Summary The position performs a wide range of Human Resources activities for the Aviation Department at Charlotte Douglas International Airport, which includes a diverse, non‑union workforce of nearly 1,000 positions occupying over 100 different job classifications (e.g., laborers, skilled trades, paraprofessional and professional occupations). Duties include but are not limited to carrying out processes associated with employee relations, legal compliance, and performance management.
Major Duties & Responsibilities
Investigate, respond to, and resolve complaints made by employees, supervisors, and outside parties, including intake, interviews, research, preparation of findings, and follow‑up communication.
Serve as the department HR representative at unemployment and pre‑termination hearings and support legal actions such as grievances, EEOC claims, workers’ compensation, liability, and other suits.
Educate, counsel, and provide support to supervisors and employees to facilitate consistent application of rules, regulations, policies, procedures, performance standards, disciplinary and termination procedures, and provide recommendations on progressive performance management.
Facilitate timely completion of performance appraisals, manage deadlines, create reports, and train supervisory staff on consistent rating application.
Facilitate the monthly random drug and alcohol testing process, including scheduling, record maintenance, policy explanation, and compliance support.
Facilitate the drug and alcohol reasonable suspicion process with guidance for managers to ensure compliance with city policies and legal requirements.
Conduct stay interviews to assess job satisfaction, gather feedback, and identify improvement opportunities.
Assist with the employee off‑boarding process, including exit interviews and analysis of turnover trends.
Assist in developing programs, policies, and procedures to promote fair and equitable employee relations and consistent application of regulations.
Prepare materials and conduct training related to employee relations and performance management topics.
Maintain accurate employee records and HR documentation.
Provide support during annual enrollment or other special enrollments.
Cross‑train with Organizational and Talent Development staff and serve as backup during absences.
Assist with position classification and compensation changes, service level changes, and related research and documentation.
Build collaborative relationships with staff, stakeholders, city departments, and external service providers.
Assist in completing special projects as assigned.
Minimum Qualifications High school degree or equivalent with five (5) years of relevant experience, or a 2‑year college degree with three (3) years of relevant experience, or a Bachelor’s degree with one (1) year of relevant experience, or a Master’s degree with no experience.
Preferred Qualifications
Considerable involvement in performance management, employee relations issues, and extensive customer relations experience.
PHR Certification or SHRM‑CP preferred.
Major coursework in Human Resources Management, Business or Public Administration, Psychology, or a related field of study.
Knowledge, Skills & Abilities
Considerable knowledge of personnel administration principles and practices.
Considerable knowledge of employment laws and policies.
Skill using software tools such as Word, Excel, PowerPoint, and Outlook.
Excellent organizational, interpersonal, and written/oral communication skills.
Troubleshooting and problem‑solving techniques.
Adherence to procedures and confidentiality.
Ability to learn the City HRMS system and other required software.
Exercise judgment and discretion in applying departmental policies.
Analysis of complex problems and preparation of recommendations.
Maintain effective working relationships with co‑workers, city departments, and the public.
Present ideas clearly, both orally and in writing; prepare reports and presentations.
Analyze statistical and historical data for process improvement.
Proactive in developing new ideas for changing situations.
General Information
Primarily works business hours, Monday through Friday, with occasional calls and work during irregular hours and emergencies.
Must hold a valid driver’s license and qualify for a City driving permit.
Must pass a background check before the start date; certain convictions disqualify for unescorted access privileges.
Physical And Sensory Requirements
Requires grasping, stooping, squatting, kneeling, crouching, reaching, pushing, talking, hearing, seeing, and repetitive motions.
Primarily sedentary, with long periods of sitting and computer use; may occasionally lift up to 20 lbs.
Sensory requirements include hearing, vision, touch, and speech.
Conditions of Employment Background checks are required, including reference checks, social security verification, education verification, criminal conviction record check, and possibly credit history and motor vehicle records. Final candidates must pass a pre‑employment drug‑screening test and physical examination. Candidates may be asked to take skills tests during the selection process.
