Job Summary We are seeking a dynamic leader to guide and strengthen the State’s Public Assistance program, overseeing disaster recovery projects from initial development through closeout while ensuring full compliance with state and federal requirements. In this role, you will manage the development, negotiation, and administration of disaster recovery grants, including eligibility determinations, project scoping, and financial oversight for critical infrastructure and recovery initiatives. You will lead and mentor program staff by setting priorities, assigning work, and fostering professional growth. Serving as a key liaison with FEMA and partner organizations, you will provide expert technical guidance, resolve complex project challenges, and support applicants throughout the recovery process. This position also plays a vital role in disaster response operations, coordinating with the State Emergency Operations Center (SEOC) and supporting field activities as needed.

Minimum Qualifications Two years of journey‑level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience may also be met by service as an Emergency Management Specialist 2 with the State of Alaska, or the equivalent elsewhere.
OR
Three years of journey‑level experience creating contingency plans, conducting exercises to evaluate plans and training, responding to events that create civil disruption or environmental disturbance, or directing recovery from such events.
OR
A bachelor’s degree, in any field, from an accredited college; AND two years of journey‑level experience in either of the categories above.
Special Note:
A valid Alaska driver’s license is required.
Some positions may require a federal security clearance.
Travel and Physical Requirements
Occasional travel to remote field sites using boats, small aircraft, and helicopters; work in varying weather conditions, confined areas, and potentially wildlife exposure.
Transportation may include government vehicle, commercial airlines (large and small), small aircraft, helicopters, boats, snow machines, and ATVs to support the Department’s mission.
Rapid deployment, altered work times, and longer shifts (12 hours or more) are possible in catastrophic emergency response.
Working in austere facilities and adhering to spartan accommodations such as tents or cabins.
Mental and emotional resilience required to support communities and jurisdictions with life‑and‑death implications.
