Emergency Management Specialist Department of Military and Veterans Affairs, Division of Homeland Security and Emergency Management (HS&EM), Disaster Assistance is recruiting for an Emergency Management Specialist in Alaska. The role supports statewide disaster recovery, coordinates State and federal assistance, administers State Individual Assistance and Public Assistance programs, serves as State Public Assistance Officer, writes grant agreements, conducts life‑safety and community needs assessments, supports local governments, determines program eligibility, and serves as the state liaison to FEMA.

Responsibilities The primary duties include:

Managing and coordinating statewide disaster recovery efforts for both state and federally declared disasters.

Participating in and leading disaster response and recovery field operations.

Managing the State Individual Assistance and Public Assistance programs.

Serving as the State Public Assistance Officer and recommending appropriate levels of state and federal financial assistance.

Writing grant agreements in compliance with relevant laws and policies.

Conducting life‑safety and community needs assessments.

Supporting local governments and determining program eligibility.

Serving as the state liaison to FEMA and coordinating Disaster Application Centers.

Qualifications & Competencies

Writing – Correct English grammar, punctuation, spelling; succinct and organized communication; ability to produce written information suitable for intended audience.

Computer skills – Use of computers, software applications, databases, and automated systems.

Self‑management – Goal setting, initiative, commitment, independent work, motivation, responsible behavior.

Flexibility – Openness to change, adapt to new information or conditions, deal with ambiguity.

Attention to detail – Thoroughness and conscientiousness.

Minimum Qualification Requirements

One year of entry‑level experience mitigating against, preparing for, responding to or recovering from emergencies, disasters, or terrorist events (e.g., Emergency Management Specialist 1 with the State of Alaska or equivalent). OR

Two years of entry‑level experience creating contingency plans, conducting exercises, responding to events, or coordinating recovery.

A bachelor’s degree in any field plus one year of experience as noted above.

Valid Alaska driver’s license.

Ability to obtain and maintain required federal security clearance.

Willingness to travel to remote field sites, including by boat, small aircraft, helicopters, and on‑call duty.
