Department:

Department of Military and Veterans Affairs, Division of Homeland Security and Emergency Management (HS&EM), Disaster Assistance.

Position:

Emergency Management Specialist 2, General Government (GGU) bargaining unit, Range 16. Open to Alaska residents only.

What You Will Be Doing As a member of Disaster Assistance, you will manage and coordinate statewide disaster recovery efforts for state and federally declared disasters. Your key responsibilities include:

Leading and participating in disaster response and recovery field operations.

Managing the State Individual Assistance and Public Assistance programs.

Serving as the State Public Assistance Officer and recommending appropriate levels of state and federal financial assistance.

Drafting grant agreements in compliance with relevant laws and policies.

Conducting life‑safety and community needs assessments.

Supporting local governments and determining program eligibility.

Acting as the state liaison to FEMA and coordinating Disaster Application Centers.

Who We Are Looking For

Writing:

Proficient in correct English grammar, punctuation, and spelling; able to produce concise and organized written information.

Computer Skills:

Comfortable using computers and related software applications, databases, and automated systems.

Self‑Management:

Sets realistic goals, works with minimal supervision, demonstrates initiative, effort, and commitment.

Flexibility:

Adapts behavior and work methods in response to changing information, conditions, or unexpected obstacles.

Attention to Detail:

Performs work thoroughly and conscientiously.

Minimum Qualifications

One year of entry‑level professional experience mitigating, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events (equivalent to Emergency Management Specialist 1).

OR two years of entry‑level professional experience in contingency planning, exercise evaluation, response to civil disruption or environmental disturbance, or recovery coordination.

OR a bachelor's degree from an accredited college plus one year of the experience above.

Valid Alaska driver’s license.

Ability to travel to remote field sites and work in varied weather and potentially hazardous conditions.

May require a federal security clearance and base access check for work at Joint Base Elmendorf‑Richardson.

Additional Information Work may include periodic, 24‑hour on‑call duty and travel to remote locations by small aircraft, boats, or helicopters. The role demands mental and physical resilience and may involve rapid deployment and extended shifts.
