Human Resources Specialist (ER/LR) | GS-13 | Non-Competitive Appointment
Washington Headquarters Services – Labor Management & Employee Relations, Alexandria, VA (Mark Center)
What You’ll Be Doing This senior individual contributor role within the Labor Management & Employee Relations (LMER) Division supports the Office of the Secretary of War (OSW), Pentagon Force Protection Agency (PFPA), and organizations serviced by Washington Headquarters Services. You will serve as a technical expert on the full spectrum of labor and employee relations matters under Title 5 and Title 10.
Core responsibilities include representing agency management before arbitration hearings and unfair labor practice (ULP) proceedings, serving as a member of management negotiating teams and developing proposals and counterproposals at the bargaining table, advising senior leaders on grievances, adverse and disciplinary actions, representing the agency before FSIP, FMCS, FLRA, MSPB, and OSC, and managing a complex caseload spanning multiple bargaining units covering administrative, technical, law enforcement, trade, and custodial forces.
This is not an entry‑level ER/LR role. You will own the most sensitive and precedent‑setting cases in the division.
What We’re Looking For
Federal labor relations experience under Title 5 and/or Title 10
Collective bargaining – experience at the table developing and negotiating management proposals
Arbitration hearing experience, representing management or the agency before an arbitrator
Unfair labor practice (ULP) charge response and proceedings
Advising management on adverse actions, grievances, and MSPB appeals
DoD or DoW organizational experience strongly preferred
Ready to contribute immediately, minimal ramp‑up time expected
Preferred
Experience in a multi‑bargaining‑unit environment
Familiarity with FSIP and FMCS proceedings
Eligibility — Non‑Competitive Appointment This position is being filled through non‑competitive hiring authorities. Eligible candidates include:
