What We Offer

General salary increase

of 3.5% effective December 20, 2026 and 3.5% effective December 19, 2027.

Educational Incentive

– An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, or 5% for completion of a graduate degree.

Bilingual Incentive –

Proficiency levels by exam are $0.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).

Annual Leave Accrual and Redemption – Employees earn 208 hours of annual leave each year, increasing to 288 hours after 5 years of service. Employees may

"cash in" or redeem up to 200 hours of unused Annual Leave each year upon meeting certain conditions.

Deferred Compensation

– Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

Flexible Credit Allowance

– This is a bi-weekly amount available to Regular employees for the purpose of purchasing medical insurance from a group of authorized plans. Employees may also participate in Flexible Spending Accounts which increase their spending power by reimbursing them with pre-tax dollars for IRS approved dependent care and healthcare expenses.

Pension Plan

– Participation in the County's defined pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.

Holidays

– 12 paid days per year in addition to an annual floating holiday.

The Position Under general direction, the Employee & Labor Relations Analyst I/II provides labor relations support and acts as agency liaison in the areas of discipline and grievances; conducts workplace investigations and drafts investigatory reports; drafts and reviews disciplinary documents, reviews and interprets collective bargaining agreements/memorandums of agreements; and performs other related work as required.

Ideal Candidate The ideal candidate will be an experienced labor relations professional who is self‑motivated with an aptitude for independent judgment and a critical thinker with proven ability to take charge of multiple projects at the same time and see them through to completion. Experience performing generalist and/or specialist analytical labor relations work such as conducting workplace investigations and drafting discipline documents within a unionized public sector environment is highly desired. The candidate should thrive in a fast‑paced, dynamic environment and possess the ability to collaborate with various groups.

Payroll Title Personnel Analyst I/II

Approximate Salary Personnel Analyst I: $85,882.14 - $120,246.78 annually. Personnel Analyst II: $98,323.00 - $137,665.71 annually.

Duties

Conduct investigations of alleged misconduct, unfair labor practices, poor performance, and allegations of illegal discrimination.

Advise and assist management with developing disciplinary letters and recommended actions.

Analyze, interpret, and enforce Personnel Rules and Regulations, collective bargaining agreements, and County policies related to terms and conditions of employment.

Consult with and provide advice, support and training for department managers/supervisors on labor relations matters such as performance management discipline, investigations, and contract grievances; may consult with private agencies, municipalities, state and federal agencies.

May conduct client discrimination complaints.

Perform other duties as required.

Education / Experience Personnel Analyst I: Any combination of education, training and experience which has led to the acquisition of the required knowledge, skills, and abilities. This can be met by some experience in human resources working for a large public or private employer.

Personnel Analyst II: Considerable experience in human resources or labor relations in a collective bargaining environment leading to the acquisition of the required knowledge, skills, and abilities. Knowledge, skills and abilities can also be obtained by progressively responsible experience as a specialist providing highly specialized personnel (labor relations) services.

Necessary Special Requirements

Personnel Analyst II: Considerable experience performing labor relations responsibilities at a professional level including conducting investigations and handling appeals procedures related to discipline and contractual rights.

Excellent written communication skills must be demonstrated in the completion of the application.

Demonstrated ability to maintain and develop the confidence and cooperation of managers, employees, employee representatives, and the public.

Occasional travel to various work sites within Ventura County. Therefore, the incumbent must possess and maintain a valid California driver license.

Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.

Desired

Experience working in a public sector civil service environment with multiple unions.

Knowledge, Skills, and Abilities Some (Personnel Analyst I) to considerable (Personnel Analyst II) knowledge of:

Analytical and investigative research techniques, methods, laws, and regulations related to discipline and alleged discrimination.

Principles and practices of unionized labor relations, wage and salary administrations, performance management, discipline, employee relations, and related laws and rulings.

Labor relations in a civil service, public sector, healthcare work environment and related rulings/laws, such as Weingarten, Lubey, Lybarger/Spielbauer, Skelly, MMBA, etc.

Demonstrated ability to:

Maintain and develop the confidence and cooperation of County managers, employees, employee representatives, and the public.

Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.

Communicate effectively orally and in writing.

Skill in:

Researching, analyzing, and interpreting various forms of data accurately.

Extracting and interpreting data from a large body of material.

Managing stressful or sensitive situations with tact to achieve resolutions.

Making sound decisions under pressure.

Intermediate to advanced proficiency in Microsoft Office suite applications, such as Word, Excel, and internet resources.
