
Employee & Labor Relations Analyst I/II

A general salary increase of 3.5% effective December 20, 2026 and 3.5% effective December 19, 2027.
Educational Incentive – an educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, or 5% for completion of a graduate degree.
Bilingual Incentive – proficiency levels by exam are $0.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
Annual Leave Accrual and Redemption – employees earn 208 hours of annual leave each year, increasing to 288 hours after five years of service. Employees may cash in or redeem up to 200 hours of unused annual leave each year upon meeting certain conditions.
Deferred Compensation – eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on 401(k) contributions.
Flexible Credit Allowance – a bi‑weekly amount available to regular employees for purchasing medical insurance from authorized plans. Employees may also participate in flexible spending accounts to reimburse pre‑tax dollars for IRS‑approved dependent care and health care expenses.
Pension Plan – participation in the County's defined pension plan. If eligible, reciprocity may be established with other public retirement systems such as CalPERS.
Holidays – 12 paid days per year in addition to an annual floating holiday.
Position Overview Under general direction, the Employee & Labor Relations Analyst I/II provides labor relations support and acts as agency liaison in the areas of discipline and grievances; conducts workplace investigations and drafts investigatory reports; drafts and reviews disciplinary documents; reviews and interprets collective bargaining agreements and memoranda of agreement; and performs other related work as required.
Responsibilities
Conduct investigations of alleged misconduct, unfair labor practices, poor performance, and allegations of illegal discrimination.
Advise and assist management with developing disciplinary letters and recommended actions.
Analyze, interpret, and enforce personnel rules and regulations, collective bargaining agreements, and County policies related to terms and conditions of employment.
Consult with and provide advice, support and training for department managers/supervisors on labor relations matters such as performance management, discipline, investigations, and contract grievances; may consult with private agencies, municipalities, state and federal agencies.
Conduct client discrimination complaints.
Perform other duties as required.
Qualifications Education and Experience
Personnel Analyst I: Any combination of education, training, and experience leading to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can be met by some experience in human resources working for a large public or private employer.
Personnel Analyst II: Considerable experience in human resources or labor relations in a collective bargaining environment leading to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can also be obtained by progressively responsible experience as a specialist providing highly specialized personnel (labor relations) services.
Necessary Special Requirements
Considerable experience performing labor relations responsibilities at a professional level, including conducting investigations and handling appeals procedures related to discipline and contractual rights.
Excellent written communication skills demonstrated in the employment application and supplemental questionnaire.
Ability to maintain and develop the confidence and cooperation of managers, employees, employee representatives, and the public, resulting in effective relationships.
Occasional travel to various work sites throughout Ventura County and a valid California driver’s license at the time of appointment and thereafter.
Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.

Principles and practices of unionized labor relations, wage and salary administration, performance management, discipline, employee relations, and related laws and rulings.
Labor relations experience in a civil service, public sector, healthcare work environment and related rulings/laws such as Weingarten, Lubey, Lybarger/Spielbauer, Skelly, MMBA, etc.
Ability to maintain and develop the confidence and cooperation of County managers, employees, employee representatives, and the public, resulting in effective relationships.
Preparation and presentation of comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.
Effective oral and written communication skills.
Researching, analyzing, and interpreting various forms of data accurately.
Extracting and interpreting data from a large body of material.
Managing stressful or sensitive situations with tact to achieve resolutions.
Making sound decisions under pressure.
Intermediate to advanced proficiency in a variety of Microsoft Office suite applications, including Word, Excel, and internet resources.
