Overview Under general supervision, responsible for professional environmental work of moderate difficulty; performs related work as required. This is the working level class in the TDEC Environmental Protection Specialist sub-series and involves environmental program and regulatory duties in specialty areas such as air pollution, water resources, remediation, solid waste management, toxics, or underground storage tanks.

Responsibilities

Independently performs environmental inspections, complaint investigations, remediation, monitoring work, environmental surveys, and inspections of equipment, structures, materials, or sites/facilities of moderate difficulty to evaluate pollutant levels and ensure compliance with environmental laws, regulations, or standards; develops or assists with corrective action recommendations and may initiate enforcement action when necessary.

Obtains, reviews, and analyzes engineering designs, reports, plans, and specifications; verifies calculations and other technical information for adequacy and completeness; interprets findings to ensure compliance with design criteria and relevant regulations.

Performs or participates in research on regulatory information and studies of environmental pollution to develop or revise environmental and engineering regulations, policies, SOPs; communicates findings to stakeholders.

Prepares technical information and documents (permits, TMDLs, correspondence, designs, soil evaluations, etc.) of moderate difficulty in a concise and legally defensible manner; maintains data and documentation in accordance with division and agency requirements.

Operates, maintains, troubleshoots, and calibrates field equipment (flow meters, water samplers, photo ionization detector, pH meter, GPS, etc.) to ensure proper functioning and compliance with regulations.

Assists management with adherence to the budget by reviewing contractors’ proposed work activities and providing technical oversight for state and federal grant/loan programs.

Provides training and coaching to staff and stakeholders on systems, equipment, and programs to reduce environmental damage.

Provides technical assistance to regulated operations and stakeholders in response to environmental incidents or inquiries of moderate difficulty.

Qualifications

Graduation from an ABET‑accredited college or university with at least a bachelor’s degree in engineering or engineering technology.

One year of full‑time professional environmental engineering work experience.

Alternatively, graduate coursework in engineering may substitute for the required experience on a month‑for‑month basis, up to a maximum of one year (e.g., 24 graduate semester hours or 36 graduate quarter hours).

Must possess a valid motor vehicle operator’s license at the time of appointment for some positions.
