Proposal Manager Electrosoft is seeking a Proposal Manager to work out of our Headquarters offices in Reston, VA. The selected candidate will work with a team of writers, subject matter experts, and participants from partner companies in all the activities necessary to create and deliver winning Federal proposals. This role is a hands‑on proposal development role, is non‑managerial and is part of a larger proposal/capture team. The Proposal Manager works closely with the Business Development team, Operations, and Subject Matter Experts to ensure that all inputs for the Proposal response received from team members are effectively coordinated, that each section is fully compliant, and that the final response incorporates project‑specific win themes, as well as adheres to Electrosoft’s ISO 9001:2015 Quality Management System (QMS) processes.

Key Responsibilities

Support overall proposal response development in coordination with the proposal and Business Development teams in a compelling and compliant manner based on Requests for Proposals (RFPs) / Requests for Quotes (RFQs) requirements and meet internal and customer-determined deadlines

Analyze the technical requirements of RFP/RFQs, and other client solicitation documents to identify response requirements and develop proposal schedules, outlines and other proposal management document for project kickoff, internal reviews and the response requirements

Identify information from the repository and tailor it to the write-ups for the opportunity with a goal of developing compelling response documents that are compliant with solicitation requirements, including past performance documentation, resumes, and Management Plans

Lead / participate in compliance reviews and color‑team discussions to continually refine proposal response

Evaluate response sections for accuracy, quality, consistency, and compliance with solicitation requirements and for alignment with established solutions and themes

Understanding/ Proficiency of the market available AI tools and processes

Basic Qualifications

Bachelor's degree in Business or a related field preferred

Effective and efficient project management skills, including planning, organization, problem identification and resolution, time and resource management skills

Strong interpersonal skills

5+ years of prior experience leading and contributing to Federal proposal efforts

Ability to apply meticulous detail-oriented review of large-scale, multi-volume responses

Ability to effectively communicate terms, proposals, schedules and project plans

Proficiency in Microsoft Office including Word, Excel, and PowerPoint to create, edit and produce documents and supporting artifacts

Knowledge and experience with the Shipley process

Demonstrated track record of success working in a high volume deadline-driven environment

Strong writing and editorial skills
