Responsibilities

If selected at the GS‑11 level, responsibilities are performed in a developmental capacity.

Act as a Contract Specialist, negotiating, analyzing, administering, and evaluating pre‑ and post‑award functions for aircraft and equipment.

Plan acquisitions, prepare cost and price analyses, negotiate, execute, and administer contracts.

Evaluate contractor performance to inform pre‑ and post‑award decisions.

Establish administrative controls and procedures to ensure contract compliance.

Serve as the central point of contact for pre‑award and/or post‑award contracting actions across a wide range of contract types and methods for the procurement of items, services, and materials.

GS‑12 Responsibilities

Independently apply contracting principles, laws, statutes, regulations and procedures for pre‑award actions sufficient to procure and administer contracts for a variety of goods and services.

Independently apply a wide range of contracting methods and contract types to develop and/or administer large, complex contracts.

Perform or oversee market research/analysis to determine availability of requirements by analyzing market trends, commercial practices, conditions, and technological advances.

Independently prepare solicitations and evaluate proposals.

Independently develop and document a negotiation position based on price and/or cost analysis, including evaluation of external agency audit reports; conduct negotiations and document outcomes to achieve fair and reasonable price.

Independently prepare and document the best‑value determination for approval by the contracting officer.

Independently conduct contract administration activities, including modifications, resolution of quality issues, and terminations.

Communicate with vendors and customers via written communications and discussions.

GS‑11 Responsibilities

Assist with applying contracting principles, laws, statutes, regulations and procedures for pre‑award and post‑award actions.

Assist with market research, acquisition planning and preparation of solicitations.

Assist with proposal evaluation and negotiations.

Assist with contract award activities, including preparation of price negotiation memorandums and determinations.

Assist with contract administration, including communication with industry, monitoring delivery schedules, and drafting modifications.

Document and maintain contract files to ensure records are accurate and complete.

Conditions of Employment

Must be a U.S. citizen.

Tour of Duty: Flexible.

Security Requirements: Non‑Critical Sensitive.

Appointment subject to the completion of a favorable suitability or fitness determination; unfavorable background checks will result in removal.

Fair Labor Standards Act (FLSA): GS‑11 Non‑Exempt; GS‑12 Exempt.

Selective Service Requirement: Males born after 12‑31‑59 must be registered or exempt from Selective Service.

Bargaining Unit Status: Yes.

Pre‑Employment Physical: Not Required.

Selectees must possess a REAL ID or acceptable identification to access certain federal facilities.

Financial Disclosure Requirement: Required.

Defense Acquisition Workforce position: Must complete DoD certification and other requirements.

Qualifications

Basic Contracting Requirement: • A bachelor's degree from an accredited institution OR • current civilian employee in DoD or member of the Armed Forces who occupied an 1102 or contracting officer position or comparable role with authority to award or administer contracts above the simplified acquisition threshold on or before September 30 2000 (such individuals are exempt from the bachelor's degree requirement).

Contracting Officer requirement for GS‑12: at least two years of experience in a contracting position.

Specialized Experience: one year of specialized experience directly related to this position. For GS‑12, the experience must be at the GS‑11 grade level or equivalent under other pay systems. For GS‑11, the experience must be at the GS‑09 grade level or equivalent.

Education substitution at GS‑11: at least three (3) years of progressively higher level graduate education leading to a PhD or equivalent doctorate degree from an accredited institution; transcripts required.

No education substitution at GS‑12.

Volunteer experience (e.g., Peace Corps, AmeriCorps) is considered qualifying experience.
