Contract Specialist (Senior).

Responsibilities Serves as Senior Contract Specialist for the Air Force Nonappropriated Fund Procurement Office. Responsible for developing contracting and sourcing strategies; soliciting, evaluating, negotiating, and awarding program contracts; overseeing and performing analysis and evaluation of cost or price proposals; administering program contracts to ensure compliance; and providing business solutions to day‑to‑day contractual challenges. Executes and manages overall approach to meet contracting program objectives across multi‑year programs or systems. Procures complex and diversified services, commodities, and architecture & construction. Executes post‑award contract performance management actions. Communicates with industry and command levels through briefings, written correspondence, and personal contact. Acts as business advisor to contracting and program officials, providing guidance and continuous process improvement. Manages all aspects of the contracting process, exercising superior judgment in pre‑solicitation, solicitation, award, and post‑award actions. Leads teams and participates in meetings with key customers, suppliers, and coordinating officials to assess customer satisfaction, explain policy, resolve problems, and improve contracting strategies. Leads contract specialists managing complex, multi‑year contracts for equipment and services including IT, smart buy programs, marketing, benefits, and various Air Force services.

Requirements

Complete background investigation with favorable results.

U.S. Citizen or Legal U.S. Resident for at least 3 years.

Possess a valid U.S. Passport.

May require CONUS and OCONUS travel for official business.

Experience

Experience with contracting principles, policies, and procedures related to construction.

Demonstrated leadership as a contracting professional achieving program results across complex organizations.

Experience with business practices and market conditions as applicable.

Experience applying contract price/cost analysis techniques to pre‑award and/or post‑award procurement actions.

Experience leading junior contract specialists.

Desired Work Experience

Bachelor’s degree from accredited institution or at least 24 semester hours in business management topics.

Experience with architecture & construction contracting.

Experience with construction contract administration of multiple solicitations/awards simultaneously.

Experience with all phases of the contracting process.

Knowledge, Skills, and Abilities (KSA’s)

Proficient in Microsoft Windows, Word, Excel, and related software.

Able to communicate effectively orally and in writing.
