The Air Force Civilian Service (AFCS) is looking for two Full-Time Contract Specialist NH-1102-03 (GS-12) to work with the 45th Contracting Squadron (CONS) at Patrick SFB in Cocoa Beach, FL.

Looking for a candidate who has a warrant or warrant history.

Skills desired: Experience as a Government Buyer, Contracts Manager, DoD Contracting or Warrant Contracting Officer.

3-5 years’ experience.

Responsibilities You will be responsible for supporting Unlimited Warrant Team Leads on complex service contracts and for executing lower value contracts.

This position offers the opportunity to work with hybrid Cost Plus and fixed price contracts and exposure to Award Fee, Incentive Fee, SBIR, TACFI/STRATFI acquisition.

Must be able to obtain & maintain a Secret Security Clearance. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

Employee must within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employees are required to attend annual ethics and procurement integrity training.

The employee must meet,or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 36 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services commodities, and/or construction.

Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.

Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.

Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.

Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.

Serves as a limited warranted contracting officer.

May be required to work overtime on an unscheduled or emergency basis.
