Responsibilities Serve as a Financial Management Specialist providing various financial management functions involving the formulation, justification, and/or execution for the Civilian Payroll Program for all organizations on the installation. This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of financial management. The incumbent has responsibility for managing and/or participating in planning, directing, integrating, and executing all aspects of assigned programs.

Serves as technical and subject matter expert involving all Finance related requirements within the Civilian Payroll Program including tracking, reporting, and auditing of financial/accounting data. Assembles and/or develops background data, information, and documentation to support required payroll analyses for reference, evidence, and corrective action. Researches, compiles, and summarizes data involving expenditures, line item information, narrative information, and quantitative data for use in preparing comparative work products. Interprets source information and applies it to resolve specific disconnects. Troubleshoots and resolves the most difficult timekeeping complaints and discrepancies, reviews historical data and/or matches requests or projections of selected line items with past records to determine trends and discrepancies.

Serves as a consultant to management providing advisory support as to proper methods, techniques, and factors. Provides advice, assistance and guidance on financial and related information. Devises and recommends the adoption of procedures to implement financial processes, policies, and regulations issued by MAJCOM or AF headquarters. Resolves and interprets ambiguous and conflicting financial policies and regulations. Prepares guidance and explains and defends actions on procedures and/or interpretation of standard procedures and regulations. Establishes good rapport with supervisors, coworkers, and/or colleagues in functionally related support and acts as liaison for Base and Tenant organizations for accounting management purposes, which involve analyzing, researching, and resolving problems for accuracy and appropriateness including proper classification and recording of transactions by timekeepers, Human Resources, and DFAS-Indianapolis Civilian Pay personnel from an organizational and legal standpoint.

Conducts analyses, reviews, and special studies to resolve the most complex/difficult complaints and discrepancies and to support financial management audit readiness. Researches and analyzes highly complex transactions involving multiple errors from different sources in long-term payroll comps and develops resolutions or recommendations to resolve each individual situation. Researches and analyzes available factual information and trends in unrelated documents and reports, evaluates results for possible effect on program. Conducts special studies of financial programs and requirements. Selects and applies appropriate analytical methods and techniques to predict or assess the effects of program changes throughout the year.

Serves as senior financial management specialist providing advice, guidance, and general oversight over lower grade financial management specialists. Provides expertise on resource management systems to train other financial management personnel. Conducts financial management related training for peers, functional contacts and/or program processes, procedures, requirements, etc., and provides organizational personnel with sufficient information and knowledge to accomplish objectives.

Additional Position Requirements

Must safeguard classified or sensitive financial-related information and/or files.

Must be able to obtain and maintain applicable security clearance for financial systems access.

May be required to travel on military or commercial aircraft to attend conferences and meetings. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F‑Financial Management, Section 1559d. Incumbent shall comply with requirements of this certification program.

Recruitment Knowledge, Skills, and Abilities

Knowledge of commonly used financial/accounting methods, practices, procedures, regulations, policies, processes and computer systems related to all aspects of financial management program execution.

Knowledge of missions, functions, goals, objectives, work processes, and sources pertinent to installation financial programs/organizations.

Knowledge of sources of factual information about and related to processes of financial management, such as that found in accounting reports, payroll records, work reports, or related data.

Knowledge of automated data processing concepts and systems capabilities to accomplish financial/accounting tasks.

Ability to apply advanced analytical methods and techniques to financial/accounting work.

Ability to gather, assemble, and analyze data to prepare comparative assessments, develop alternatives, and make recommendations to resolve or troubleshoot discrepancies and disconnects.

Ability to communicate effectively, both orally and in writing, to justify, defend, present or advise on financial/accounting processes/actions and in responding to work-related problems and questions dealing with team members, using activities, other Wings, ALCs, Commanders, HQ AFMC and other DoD organizations.
