Responsibilities
Responsible for all procurement actions for Pre‑Award, Award and Post‑Award, including procurement planning, source selection, large contracts, contracting by negotiation, price analysis, cost analysis, and contract administration for construction and design/engineering contracts.
Prepares solicitation, purchase order, and contract documents; selects appropriate clauses and ensures clear and complete specifications.
Analyzes the requirement, recommends revisions to the statement of work or specifications as necessary, and formulates the contracting approach, identifying the type of contract, milestones, and procurement plan.
Analyzes and evaluates responses received, and negotiates overhead rates after developing the Government position on reasonableness, allowability, and allocability of incurred costs.
Executes negotiation strategy for construction and design requirements by researching precedent information, preparing schedules, and other similar documents.
Performs post‑award contract administration functions and contracting support functions such as assembling and maintaining contract files and packages, abstracting bids, processing amendments and modifications, and processing delivery orders.
Other duties as assigned.
Qualifications Minimum Qualifications Required
A Bachelor’s Degree in Business Administration or a related field.
Two or more years of related experience in construction contracting.
Good communication skills; strong organizational and planning skills; works well independently; has strong interactive/team skills; professional demeanor.
Professional contracting or procurement designation is preferred.
Familiarity and proficiency in operating requisite office equipment (e.g., personal computer, fax machine, copier).
Familiarity and proficiency in Microsoft programs (Word, Excel).
Preferred
Federal Acquisition Certification in Contracting (FAC‑C) professional designation.
Minimum of three years progressively responsible cradle‑to‑grave contracting experience.
