Job Summary and Qualifications Position Summary This position is responsible for the management and lifecycle of multiple multimillion dollar contracts and budgets for software licensing, maintenance and support for systems used across the enterprise running on mainframe, MS Windows, and Unix/Linux. This includes budget and utilization of the IBM Enterprise License Agreement and contracts of hundreds of software running on HCA’s mainframe.
Major Responsibilities
Utilize the Contract Management System (CMS) to research, facilitate and execute the ITG contracting process; maintain the accuracy and integrity of information contained in the CMS.
This position requires contracting experience and continued development in the areas of contracting and negotiation with a focus on healthcare information technology subject matter including, but not limited to, professional services, various software licensing methods (on-premise and cloud offerings (Software as a Service, Platform as a Service, and Infrastructure as a Service)), diverse regulatory policies including HIPAA, consumer protection laws, the EU’s General Data Protection Regulation (GDPR), and information security practices.
Requires proficiency in general budget management including the use of spreadsheets (MS Excel).
Management of contract obligations, SLAs, expiration dates, and performance metrics.
Auditing of current and future contracts to ensure correct and all products are included and unnecessary products excluded.
Work closely with the Business Owners (Director/AVP, etc.) to explain what a certain contractual statement means to the business and/or impact relative to the product in question.
Manage the contract path and budget of software products through a complex lifecycle including impact from acquisition and mergers.
Manage payment streams to software vendors, including tracking timing of invoices and submission of invoices for payment.
Stay up to date with current technological trends and naming conventions, in general and within the healthcare industry.
Support the HCA enterprise, including all ITG business units, and report directly to the Contract Manager.
Work closely with Technology & Innovation Law Group, Directors, Business Owners, Solution Leaders, Project Managers, Financial Analysts, Strategic Sourcing, Information Protection & Security, and periodically works directly with area VPs and other Executive Management.
Demonstrate professionalism and competence when representing ITG in direct interactions with non-ITG stakeholders, including affiliates such as our group purchasing organization, other HCA enterprise business units and departments, Division or Facility stakeholders, outside counsel, and vendor representatives.
Recognize if / when data is being shared outside of the enterprise, the type of data, and how that data will be utilized.
Recognize when escalated review is needed; determine the appropriate point of escalation; and ensure the person or team performing such review has all relevant information and documentation.
Decisions made in this role may have implications related to compliance, including, without limitation, with internal policies, administrative regulations, state/federal laws, and international policies.
Demonstrate superior judgment, high ethical standards, a strong attention to detail, and effective written and verbal communication skills. Must have the ability to work effectively and efficiently on multiple tasks in parallel, while meeting deadlines, communicating effectively with relevant stakeholders, and maintaining high quality standards.
General knowledge and understanding of IT contracting methodologies is required. General knowledge and understanding of current IT/healthcare industry products, services, and trends is preferred.
Must be comfortable with Microsoft Office products and able to learn and utilize new technology resources as required.
Practices and adheres to the “Code of Conduct” philosophy and “Mission and Value Statement.”
Review and analysis of ITG agreements and preparation of redlines incorporating business, technical, legal, and SME feedback. Facilitate internal discussions with relevant ITG stakeholders regarding proposed contracting terms and elevate for heightened review as appropriate under ITG contracting standards.
Negotiation and interface with vendor representatives.
Substantive analysis of active ITG agreements as required by the organization.
Assist in contract process review and improvement initiatives.
Education and Experience Bachelor’s degree preferred.
5+ years of experience in contract review, processing, and negotiation required. Minimum two days in the office weekly.
