Summary
Organizational Location: Department of Homeland Security, U.S. Customs and Border Protection, Office of Facilities and Asset Management, Integrated Services Division, Technical Service Program Management Office. Vacancy: 1 position, locations: Aliso Viejo, CA and Euless, TX. Closing date: 04/23/2026. Salary: $106,437 (GS‑13 Step 1) to $138,370 (GS‑13 Step 10).
Duties Term appointment: time‑limited, not‑to‑exceed 4 years. Probationary period lasts the first year. Employment ends automatically at term expiration.
Major duties include:
Serve as primary point of contact for inquiries concerning property values and real estate planning data for the Real Property Program Management Office.
Consult with internal stakeholders to understand project requirements and objectives, ensuring appraisal activities align with organizational goals.
Provide management guidance on valuation methodologies, ensuring compliance with federal standards such as USPAP.
Act as the Contracting Officer Representative (COR) for all appraisal contracts, serving as a technical expert on behalf of the Contracting Officer, advising the CO, and liaising between the CO and the Contractor.
Review all contract appraisals to ensure quality of work, adherence to professional standards and contract requirements, and verify accuracy of supporting data and calculations.
Qualifications Must possess:
Current General Real Property Appraiser Certification in a state whose standards meet federal minimums.
FAC‑COR Level II certification by the first year and attainment of FAC‑COR Level III after two years.
One year of specialized experience equivalent to the next lower grade level, including conducting and reviewing appraisals according to USPAP, consulting with stakeholders, and reviewing contract appraisals.
U.S. citizen; males born after 12/31/1959 registered with Selective Service; primary U.S. residency for at least three of the last five years; background investigation; compliance with DHS Drug‑Free Workplace Plan.
