Summary
This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Real Property Program Management Office. The posting has one vacancy in the following locations: Aliso Viejo, CA; Euless, TX.
Location & Salary This role starts at a salary of $125,776.00 (GS‑14, Step 1) to $163,514.00 (GS‑14, Step 10).
Appointment Details Term appointment, not-to-exceed 4 years. Probationary period is the first year. The employee is not eligible for conversion to a permanent competitive service appointment.
Responsibilities
Support the Real Property Program Management Office (RRPMO) by facilitating sound decision‑making based on comprehensive and well‑supported valuation analyses in relation to potential condemnations or lawsuits.
Provide management with guidance on valuation methodologies to ensure compliance with federal standards, such as the Uniform Standards of Professional Appraisal Practice (USPAP).
Work closely with team members, including agency internal and external contacts, real estate specialists, attorneys, and engineers, to coordinate appraisal activities and ensure that appraisals are integrated into the overall real‑estate management process.
Order and critically review both staff and fee appraisals, ensuring compliance with established appraisal standards, regulations, and contract requirements (e.g., Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA), USPAP).
Serve as a technical expert, developing and reviewing appraisals, and providing insights and recommendations that inform management’s decision‑making on critical real‑estate matters.
Requirements
Must be a U.S. Citizen.
Males born after 12/31/1959 must be registered with Selective Service.
Primary U.S. residency for at least three of the last five years.
All pre‑employment processes will be conducted in English.
Background investigation required.

Qualifications
Experience: One year of specialized experience equivalent to the next lower grade level, performing duties such as supervising major acquisitions for strategic operational real‑property acquisition and divestiture actions, coordinating planning of real‑estate activities, serving as a liaison for key management officials, and developing business cases.
Certification: Obtain FAC‑COR Level II in the first year and, after two years and required training, achieve FAC‑COR Level III.

Volunteer experience from National Service programs (e.g., Peace Corps, AmeriCorps) is creditable.
