Job Summary Harney Education Service District (HESD) board of directors seeks a highly qualified candidate as Superintendent. The superintendent will also serve as Educational Program Director, Administrator of six small school districts, Special Education Director, and oversee the Early Childhood Center. The successful candidate must hold or qualify for an Oregon Superintendent’s License (Professional Administrator) and demonstrate leadership, communication, integrity, and a commitment to resident community involvement.

Location & Compensation Location: Burns, OR Base Salary: Starting at $130,000 (depending on experience) plus a competitive benefits package Contract Days: 240 days with 7 paid holidays Starting Date: July 1, 2026

Key Responsibilities

Manage a $3.8 million general fund budget and advocate for appropriate funding levels.

Oversee approximately 40 staff members; lead, mentor, coach, and define duties and training.

Serve as Educational Program Director, Administrator of six small school districts, Special Education Director, and oversee the Early Childhood Center.

Maintain relationships with community groups, other ESDs, the State Department of Education, colleges, universities, and the U.S. Department of Education.

Implement and maintain contracted services and resolution services for component districts.

Qualifications

Hold or qualify for an Oregon Superintendent’s License (Professional Administrator) when beginning the position.

Experience as an administrator, excellent communication skills, unquestionable integrity, highest level of professionalism and ethics.

Strong personal and professional integrity and honesty.

Leadership characteristics promoting confidence, teamwork, and mutual respect.

Outstanding budget and finance skills; knowledge of ODE budgeting requirements and compliance with Oregon and federal law.

Advocacy skills; ability to promote the importance of ESDs regionally and statewide.

Excellent written and verbal communication skills with the ability to provide consistent and supportive communication.

Strong investment in student achievement and success and a value for special education.

Public school administration policy experience highly desirable, including school board policy and procedures.

Background in teaching and administration at multiple levels; preferably in small rural communities.

Strong background in curriculum, instruction, assessments, systems of support, and school improvement.
