Overview
The ACCS Program Director oversees the clinical, financial and administrative operation of a GLE/SIE program that is designed to promote independence, community integration and full functioning of adults receiving mental health services. Based out of a Group Living Environment (GLE) or Supported Independent Environment (SIE), the ACCS Program Director creates a helping environment in the residence in which all are welcome, respected and valued by upholding Vinfen and DMH policies, supervising staff and coordinating clinical services within the program.
Responsibilities
Promote engagement, housing permanency, community tenure, achievement of greater self‑sufficiency and successful completion of tenure at the residence for all PS at the site.
Manage a GLE or SIE residential site’s systems and procedures, including planning and implementing regulations and requirements, quality improvement initiatives, and intakes and discharges from the residence.
Collaborate with the Team’s Housing Coordinator to facilitate successful and timely transitions to and from the group residential site.
Create a helping environment in the residence in which family, friends, and other important people in the lives of PS are welcome, respected and valued.
Promote teamwork between the Team and GLE/SIE staff to provide all Treatment Plan interventions in and out of residence as needed.
At the direction of the LPHA Clinician, ensure that the non‑clinical support interventions of each resident’s Treatment Plan are completed as outlined.
Implement Safety Plans and Crisis Prevention and Response Plans as developed by the Team for residents.
Assist the LPHA Clinician in managing the quality and timeliness of residential staff’s Treatment Plan documentation and Medicaid Rehab Option standards adherence.
Monitor staff use of evidence‑based practice techniques and request additional training from the Team as needed.
Support the provision of evidence‑based practices and best practices to PS, including Motivational Interviewing, Harm Reduction, Housing First, Stages of Change, Wellness Recovery Action Plans (WRAP), Seeking Safety and Cognitive Behavioral interventions.
Manage the site’s DMH licensing adherence.
Maintain the residence’s adherence to Medication Administration Program policies and procedures.
Manage collection and use of resources (food stamps, program fees, representative payee accounts and client funds), monitor expenses and the residence’s budget, and submit information for billing procedures.
Manage adverse events, including Incident Reporting, and ensure corrective actions are implemented.
Oversee Human Rights policies and procedures for residence.
Ensure maintenance, repair and safety of the residence.
Maintain “good neighbor” relationships with residence’s neighbors.
Maintain strong working alliances with other service providers of the PS in the residence, including Care Coordination entities.
Hire, orient, provide day‑to‑day supervision of, and evaluate residence staff; offer consistent and direct performance feedback and conduct corrective action procedures when needed.
Manage relief and overtime resources to maintain operational excellence.
Implement retention, recognition and awards initiatives for residence staff; provide career development guidance and broadcast promotion opportunities.
Ensure required residential Performance Measures are maintained.
Support staff training in, and use of, trauma‑informed, recovery‑oriented, person‑centered, culturally competent and strengths‑based approaches and skills training techniques in their work.
Provide thorough and thoughtful documentation of PS needs and services.
Promote healthcare, employment and education services access for PS.
Participate as a member of the regional GLE/SIE Program Director Community of Practice Workgroup for continuous professional role competency development, mentoring and learning.
Provide on‑call coverage as assigned.
Perform other related duties as assigned.

Qualifications
Minimum of a Bachelor’s degree in human services or related field (experience may substitute academic training).
Certified Psychiatric Rehabilitation Practitioner credential preferred.
At least one year of progressively responsible human services experience.
Management experience preferred.
Experience working with people with psychiatric disability and/or co‑occurring disorders required.
Access to an operational and insured vehicle and willingness to use it for transporting PS.
Preference for bilingual/bicultural applicants and applicants with lived experience of psychiatric conditions.
Valid U.S. driver’s license for at least six months and ability to pass CORI, driving record, employment reference and multi‑state background checks.
Minimum age of twenty‑one years.
CPR and First Aid certification required within two weeks of hire.
MAP certification required within 150 days of hire.

Ability to guide staff in effective Treatment Plan interventions and train them in non‑clinical aspects of treatment plans.
Ability to collaborate with Team members to address PS needs.

Computer literacy and knowledge of documentation standards and requirements.
Physical Effort Ability to stand, walk, bend, kneel, stoop, crouch, crawl, climb, lift at least 25 pounds, operate computer equipment, and assist PS with daily living tasks. Must be able to remain in a stationary position 50% of the time and possess visual acuity for close, distance, color, peripheral and depth perception.
Driving Requirements Use of either a Vinfen van or personal vehicle is required. Vehicle must have adequate insurance and a safe driving record subject to annual checks. Must maintain a valid driver’s license, be at least 21 years old and pass a driver screening background check.
Additional Certifications Required CPR and First Aid certification within two weeks of hire; MAP certification within 150 days of hire.
Pay Range USD 60,680.00 per year.
