Purchasing Specialist
Recruitment Range:

$34,116.00 – $65,570.00

Primary Purpose:

The Purchasing Specialist manages all procedural aspects of purchasing activities, ensuring compliance with state and federal laws, UNC System regulations, and university policies. Responsibilities include requesting quotes, completing bids, managing transactions, overseeing surplus property from transfer to disposition, and performing vendor maintenance and research.

Responsibilities

Ensure all purchasing activities comply with North Carolina Division of Purchase and Contract rules, UNC System requirements, and applicable university policies.

Request quotes and complete bids as required.

Manage surplus property, overseeing its transfer, sale, or disposal.

Maintain accurate vendor records and identify prospective suppliers.

Support procurement needs through diligent vendor management and regulatory compliance.

Competencies & Knowledge

Professional Knowledge:

Thorough understanding of purchasing methods, goods/commodities, accounting principles, contracting, and ability to interpret rules and propose procedural changes.

Coordination of Work Flow:

Ability to administer and review work of moderate complexity, analyze purchasing methods, maintain complex records, and prepare reports.

Negotiation:

Identify and resolve moderate‑complexity issues, assess positions, and facilitate resolutions.

Customer Service/Communication:

Build and maintain strong relationships with departmental personnel, vendors, and other stakeholders; use appropriate communication methods.

Managing Work and Performance:

May supervise staff, ensure policy communication, and participate in training, competency development, and performance evaluations.

Minimum Training and Experience
Bachelor’s degree; or Associate’s degree plus two years of related experience; or an equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.

Certification
The position requires obtaining the North Carolina Contract Management Certification within one year of hire.

Management Preferences

Experience with compliance policies, auditing practices, risk management, and procurement solicitation.

Ability to work collaboratively across departments with excellent written and verbal communication skills.

Strong analytical and reconciliation skills with attention to detail.

Commitment to ethical stewardship of public funds, accurate financial record keeping, and responsiveness to internal and external audits.

Proficiency with procurement software such as Jaggaer, BOA Works, or similar ERP platforms.

Ability to manage multiple priorities, work independently, and demonstrate sound judgment.

Salary
Class Salary Range: $34,116 – $90,496

Position Recruitment Range: $34,116 – $65,570

Employment Terms
Permanent Full Time; Non‑Exempt FLSA; Work hours 8:00 a.m. – 5:00 p.m., Monday–Friday.
