NYC Department of Finance (DOF) administers the tax revenue laws of the city. The Office of Employee Services (OES) manages human capital administration and workforce management for DOF.

Responsibilities

Manage and facilitate human resources operations, including hiring, personnel transactions, civil service administration, recruitment, title classification, employment processing, background investigations, onboarding, and related functions.

Supervise and train staff; set and monitor priorities, productivity, and performance; assess and evaluate the effectiveness of unit procedures and processes, and implement improvements.

Coordinate and process personnel action requests for civil service appointments, promotions, reassignments, title changes, and data updates.

Coordinate the full recruitment and onboarding lifecycle, including candidate screening, identifying qualified candidates, interview scheduling, and advising hiring managers.

Ensure quality control for HR operations and compliance with citywide civil service rules, guidelines, and agency policy.

Provide subject‑matter expertise and guidance to staff on personnel policies and procedures; serve as a strategic resource for navigating HR processes.

Create and update operating procedures, training resources, presentations, and communications; develop and deliver training.

Analyze hiring needs and develop strategic plans to fill vacancies, including hiring pool plans and assessment of upcoming civil service examinations.

Develop and oversee project plans, tracking and monitoring assignments to ensure adherence to timelines and deadlines.

Develop, implement, and manage unit and division programs and initiatives to improve efficiency, effectiveness, and service delivery.

Prepare correspondence, reports, and presentations; utilize NYC HR systems such as PMS, PRISE, LRS, NYCAPS, and CHRMS for data analysis and reporting.

Perform research and respond to inquiries; work with oversight agencies and DOF business unit partners to facilitate and resolve HR related issues.

Maintain confidentiality in accordance with applicable laws, policies, and guidelines.

Minimum Qualifications

Master’s degree in a relevant field and one year of full‑time professional experience in budget administration, operations research, public administration, or related areas; OR

Bachelor’s degree and three years of full‑time professional experience in the areas described above; OR

Associate degree or completion of 60 semester credits and five years of full‑time professional experience; OR

High school diploma and seven years of full‑time professional experience; OR

A combination of education and experience equivalent to any of the above options, with college education substitutable at the rate of 30 semester credits per year of experience. All candidates must have a high school diploma and at least one year of experience in the described areas.

Preferred Skills

Five years of experience in civil service administration or employment processing and onboarding.

In‑depth knowledge of city personnel rules, regulations, and policies.

Proficiency in citywide systems such as PMS, PRISE, LRS, NYCAPS, and CHRMS.

Experience managing multiple projects in a fast‑paced environment.

Excellent customer service, organizational, critical‑thinking, written, and verbal communication skills.

Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint).

Remote work may be accommodated up to two days per week under the Remote Work Pilot Program.

New York City residency is generally required within 90 days of appointment. Employees who have worked for the City for two continuous years may qualify for residency in certain counties outside NYC. Discuss this with the agency representative during the interview.

Salary: $110,067.00 – $122,000.00
