Job Description The Proposal Coordinator II leads strategic proposal development efforts, managing tenders and change orders for umbilical systems. This role requires advanced coordination, leadership in cross‑functional teams, and ensuring high‑quality proposal package submissions aligned with Oceaneering’s business goals.

Responsibilities

Ensure full compliance with Health, Safety, and Environmental (HSE) standards.

Champion Oceaneering’s CORE values in all actions and decisions.

Apply advanced knowledge of company policies and industry standards to guide proposal development.

Analyze RFQ packages to extract strategic scope of work requirements and communicate all input documentation to the bid execution team.

Lead risk identification and mitigation strategies during the tender phase; communicate risks to execution teams.

Develop and manage Bid Plans; facilitate cross‑functional meetings and ensure alignment across departments.

Lead cost estimation efforts, including complex pricing models and cost optimization strategies.

Compile commercial and technical proposal packages that meet customer expectations and internal capabilities.

Collaborate with Supply Chain, Project Management, and Finance to validate cost assumptions and ensure financial accuracy.

Represent Oceaneering in client meetings, support Sales in strategic relationship management.

Mentor junior Proposal Coordinators and support staff, fostering professional development and knowledge sharing.

Independently manage the preparation and submission of tender proposal packages. Ability to work in short deadline project and stressful situations.

Lead Bid/No‑Bid Decision Coordination

Notify key contacts across departments early in the process to gather input for Rough Order of Magnitude (ROM) estimates and formal bids.

Align functional support teams to ensure timely and accurate contributions to bid packages.

Facilitate Cross‑Functional Collaboration

Drive clear, visible, and frequent discussions between business lines and functional support teams (e.g.,Engineering, Finance, Legal, Procurement).

Ensure all stakeholders understand bid requirements and timelines to streamline proposal development.

Client Interface And Relationship Management

Act as a primary liaison between the client and internal teams during the tender phase.

Ensure client expectations are clearly communicated and reflected in proposal content and delivery.

Promote Transparency And Accountability

Be transparent and data‑centric when raising cross‑functional challenges.

Follow through on agreements and ensure all parties are aligned before escalating issues.

Mentor And Build Capacity

Train and mentor junior team members to build proposal development capability.

Encourage understanding of how business functions interact to improve bid outcomes.

Champion Continuous Improvement

Engage in collaborative problem‑solving to refine bid processes.

Identify and implement best practices for proposal coordination and client engagement.

Service Level Mointoring

Use performance metrics to drive continuous improvement and service excellence in bid submissions.

Identify issues with internal teams that may impact bid quality or timelines.

Update procedures in line with best practices.

Stretch Assignments

Ability to take on stretch assignments such as process improvement initiatives.

Perform safety and quality audits.

Serve on various employee committees, including the HSSE Local Management Team.

Qualifications

Bachelor's degree (or equivalent work experience) in a relevant field (Communications, Business, Finance, etc.) and/or a minimum of 2 years of experience in supporting sales, estimation, or proposals functions.

Proficient with Microsoft Office365.

High level of verbal and written communication abilities, complemented by strong interpersonal skills and a proven

capacity to work effectively within a team environment. Proficient in preparing and presenting to diverse groups of

individuals.

Proficiency in adapting to dynamic scope, schedule, and customer requirements.

Must be able to pass a background check and obtain a Transportation Worker’s Identification Credential (TWIC) for port access.

Desired

Master’s degree or professional certifications (e.g., PMP, APMP).

Experience with customer inferface, customer relationship management software, professional sales, proposal management, project management and manufacturing processes.

Understanding of umbilical systems, including components, ancillary items and their use.

Working Conditions

Almost exclusively indoors during the day and occasionally at night.

Occasional exposure to airborne dust in the work place.

Work surface is stable (flat).
