Basic Requirements

A 4‑year course of study leading to a bachelor’s degree with a major in any field;

OR

obtain at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization or management;

OR

meet the exceptions for GS‑1102 employees described below.

Exceptions: Employees in GS‑1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS‑1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS‑1102 positions up to and including those classified at GS‑12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Minimum Qualification Requirements

GS‑09:

To be eligible, candidates must satisfy one of the following:

Specialized Experience:

One full year of experience equivalent to the GS‑07 level in federal service, including preparing statements of work, procuring products and services, performing basic price or cost analysis, drafting final contract documents, issuing contracts and orders, and preparing reports on funds and obligations.

Education:

Two full academic years of progressively higher level graduate education or a master’s or equivalent graduate degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management, LL.B. or J.D.

Combination of Education and Experience:

A combination of specialized experience and graduate‑level education that together equal at least 100% of the required qualifications. Education percentage is calculated by dividing excess graduate hours (beyond the first two years) by 18 and experience percentage by dividing total qualifying months by 12; the sum must be at least 100%.

GS‑11:

To be eligible, candidates must satisfy one of the following:

Specialized Experience:

One full year of experience equivalent to the GS‑09 level, including developing acquisition strategies, negotiating and awarding contracts, managing contractor performance, handling contract terminations, and analyzing reports on funds and obligations.

Education:

Three full academic years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Combination of Education and Experience:

Completion of graduate education beyond the first two years combined with qualifying experience to meet the required percentage as described above.

Interagency Career Transition Assistance Plan (ICTAP) ICTAP provides eligible displaced federal competitive‑service employees with selection priority over other candidates for competitive‑service vacancies that meet the following criteria:

The vacancy is within the employee’s ICTAP eligibility.

The employee applies according to the announcement instructions.

The employee is deemed well‑qualified, satisfying all qualification requirements for the position and scoring 85 or better on established ranking criteria.

Eligible employees must provide proof of ICTAP eligibility, such as a written notification or separation personnel action form.

Career Transition Assistance Plan (CTAP) CTAP offers selection priority to eligible surplus and displaced competitive‑service employees in the Department of Justice, under the same conditions as ICTAP. Proof of eligibility must be submitted with the application.

Veterans Employment Opportunity Act (VEOA) VEOA allows eligible veterans to apply for positions announced under merit promotion procedures. A veteran is eligible if they were honorably separated and either a preference‑eligible veteran or have completed at least three years of continuous active military service. Employers can request a DD‑214 and any additional required documents from applicants qualifying under VEOA.
