Overview The City of Redondo Beach Housing Authority administers the Housing Choice Voucher program and manages additional HUD-funded programs such as Veterans Affairs Supportive Housing (VASH), Emergency Housing Vouchers (EHV), Project-Based Vouchers, and Foster Youth for Independence (FYI). This City position reports to the Community Services Director and performs paraprofessional duties related to the City’s Housing Program. The job is in‑person, offers a 9/80 work schedule, and includes a paid extended holiday closure between Christmas and New Years Day.

Responsibilities

Conduct initial, interim, and annual interviews of program applicants and current participants.

Determine tenant eligibility using established policies and procedures, and evaluate information, documents, and data from multiple sources.

Negotiate rents with landlords and establish proper contribution amounts.

Inspect residential rental properties for program inclusion.

Conduct applicant briefing sessions to explain all program rules, regulations, policies and procedures.

Manage a caseload and perform related tasks such as responding to tenant inquiries and problems, counseling tenants, mediating disputes, investigating program abuse, preparing termination letters, and representing the Authority at termination hearings.

Counsel property owners on program regulations, respond to their inquiries, and assist with problems.

Assist with the creation of housing assistance payments and with the management of the Section 8 waiting list.

Process incoming and outgoing portable files and repayment agreements in accordance with established policies.

Utilize the Enterprise Income Verification (EIV) system.

Communicate clearly in oral and written form with the public and fellow employees.

Work irregular hours, including evenings, nights, weekends, and holidays, and be available for call‑back and urgent return to work during off‑duty hours when required.

Deliver outstanding customer service, solve problems, and support the City’s mission, policies, and goals.

Establish and maintain effective working relationships with co‑workers, City staff, other agencies, and the community.

Take initiative to achieve positive and timely results, exercising tact, self‑restraint, and good judgment.

Support the City’s values of openness, honesty, integrity, ethics, accountability, customer service, teamwork, excellence, fiscal responsibility, and environmental responsibility.

Perform other related duties as assigned.

Minimum Qualifications

Comprehensive knowledge and understanding of the Section 8 Housing Choice Voucher Program and local fair housing laws.

Computer literacy, including proficiency with Microsoft Office and the City’s Section 8 software program.

Understanding and adherence to City information technology policies.

Ability to conduct client interviews, evaluate oral and written information, apply rules and regulations, work independently, manage a complex caseload, identify and detect program fraud, investigate disputes, perform accurate mathematical calculations, maintain thorough records, organize files, interpret oral and written instructions, and communicate clearly.

Interpersonal, customer‑service, diplomatic, and ethical conduct skills.

Six months of recent experience working with the Section 8 Voucher Program in a Housing Authority, including participant interviewing, rent calculation, and related duties.

High school diploma or G.E.D. equivalent and minimum age of 18 at appointment.

Valid California Driver’s License at appointment.

Qualified military veterans receive an additional five points for both open‑competitive and promotional recruitment.

Selection Process The selection process may include application review, written examination, performance test, and interview. Employment offers are contingent upon successful completion of all pre‑employment components, including legal authorization to work, background investigation, criminal history check, credit check, degree verification, medical examination, and drug test. Winning candidates will be required to provide proof of their veteran status via a veteran ID card or DD‑214.
