This is a key leadership role responsible for leading the planning and delivery of Christchurch’s $3 billion Three Waters capital programme, shaping how major infrastructure investment is prioritised, delivered, and realised for the city. This highly influential role is not just about delivery but delivering well - with a strong focus on risk, quality, and long‑term outcomes.
You will oversee a complex portfolio of water, wastewater, stormwater, and flood protection projects, taking a programme‑wide view to manage risks, dependencies, and opportunities across the delivery lifecycle.
A major focus of this role is uplifting how we deliver - strengthening our technical leadership, improving processes, and driving smarter, more streamlined approaches to project monitoring, procurement and quality assurance.
As a member of the senior management group, you will contribute strategically, collaborate across senior leaders, and influence capital programme scheduling to ensure the right work happens at the right time, with clear consideration of operational and community impacts. You’ll work with a diverse range of people and perspectives, bringing clarity, momentum, and alignment across the programme.
You’re a senior infrastructure leader with experience delivering large, complex capital programmes in demanding environments. You bring a strong programme‑level mindset, understand what good capital delivery looks like at scale, and have led teams, systems, and stakeholders through complexity to achieve high‑quality outcomes.
You’ve worked in mature delivery settings where strong governance, PMO discipline, and delivery assurance are critical. You’re comfortable managing large programmes, multiple workstreams, and diverse teams, while maintaining oversight of risk, quality, and performance.
You’re a confident and credible leader who brings clarity and calm to complex environments. Leading through influence, you lift organisational capability, drive disciplined delivery, and strengthen how work is done by improving project management practice, consistency, and quality across large programmes.

Salary - Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role and will be discussed with the successful applicant.
