Technical Writer for Advanced Battle Management System

Description SAIC is seeking a skilled and detail‑oriented Senior Technical Writer/Editor (EP3343) to support the Advanced Battle Management System (ABMS) Digital Infrastructure (DI) Network Designer & Deployer program in support of the Department of the Air Force (DAF) Program Executive Officer for Command, Control, Communications and Battle Management (PEO C3BM).

The ABMS DI Network is the backbone of the DAF BATTLE NETWORK — the Air Force’s contribution to the DoD’s Combined Joint All-Domain Command and Control (CJADC2) warfighting concept. This program is delivering a secure, resilient, multi‑enclave digital infrastructure spanning Unclassified through TS/SCI security domains, integrating cutting‑edge commercial and government technologies, including cloud computing, SD‑WAN, Enterprise Cross Domain Solutions, Data Distribution Networks, Scalable Transport, and Data Link Integration Modules across global operational sites.

As a Senior Technical Writer/Editor, you will serve as the program’s documentation authority—translating complex systems engineering designs, network architectures, and operational procedures into clear, accurate, and mission‑ready technical documentation that supports warfighter training, government reviews, program milestone events, and configuration baseline management. Your work ensures that every DI Network release is supported by the documentation warfighters and operators need to deploy, operate, and sustain the network effectively across all domains of modern conflict.

Job Responsibilities

Serve as the senior technical documentation authority for the ABMS DI Network program, leading the development, editing, and maintenance of all program technical documentation across Major and Minor DI Network Releases and work packages

Research, write, and edit a broad range of technical documents, including system design documents, interface control documents, deployment procedures, installation guides, operations and maintenance manuals, Bills of Materials (BOMs), Software Bills of Materials (SBOMs), and test reports

Translate complex engineering concepts, network architecture designs, and systems integration requirements into clear, concise, and accurate technical content accessible to both technical and non‑technical audiences, including warfighters, operators, and senior government leadership

Develop and maintain program‑level documentation standards, style guides, and templates, ensuring consistency, quality, and compliance with DoD documentation requirements across all program deliverables

Collaborate closely with systems engineers, network architects, cybersecurity personnel, test engineers, and logistics teams to gather technical content and ensure documentation accurately reflects current design baselines and deployment configurations

Support the preparation of evidence packages, technical briefings, and supporting documentation for Government‑led Configuration Control Boards (CCBs), quarterly Release Planning Events (RPEs), and program milestone reviews

Develop and maintain operator training materials, quick reference guides, and user manuals to support warfighters onboarding and system operation across all DI Network security enclaves, including Unclassified, Secret, Secret//REL, and TS/SCI environments

Manage the program documentation library, ensuring version control, configuration management, and accessibility of all technical documents in accordance with program and government requirements

Review and edit technical documents produced by other program team members, providing constructive feedback and ensuring all deliverables meet program quality standards prior to government submission

Support the development of program management documentation, including program plans, status reports, risk registers, and briefing materials for internal and external stakeholders

Ensure all technical documentation complies with applicable DoD standards, regulations, and data item description (DID) requirements, including DI‑IPSC, DI‑MISC, MIL‑STD‑38784, and applicable Air Force documentation standards

Coordinate with the government customer and program leadership to manage documentation deliverable schedules, track review and approval status, and ensure timely submission of all contractual documentation deliverables

Qualifications

Bachelor’s Degree in Technical Writing, English, Communications, Journalism, Information Technology, or related field + 6 years of related experience OR Master’s Degree + 4 years of related experience

Minimum 3–5 years of experience in a senior technical writing or documentation role supporting large‑scale DoD systems integration, network infrastructure, or command and control programs

Active Secret clearance required at time of hire; must be able to obtain and maintain TS/SCI

Demonstrated experience producing high‑quality technical documentation for complex DoD systems‑of‑systems programs, including system design documents, deployment procedures, operations and maintenance manuals, and test documentation

Strong understanding of DoD documentation standards and data item description (DID) requirements

Exceptional written and verbal communication skills with demonstrated ability to translate highly technical engineering content into clear, accurate, and audience‑appropriate documentation

Proficiency in document production tools, including Microsoft Office Suite (Word, PowerPoint, Excel) and Adobe Acrobat

Experience managing documentation libraries and version control processes in a DoD program environment

Willingness and ability to travel approximately 15% to CONUS and OCONUS DoD installations

Desired Skills:

Society for Technical Communication (STC) Certified Technical Professional or equivalent professional certification – Highly Desirable

CompTIA Security+ certification or equivalent DoD 8570/8140 IAT Level II baseline certification

Experience developing technical documentation for network infrastructure programs, including SD‑WAN, cloud computing, cross‑domain solutions, and multi‑enclave security environments

Familiarity with AWS GovCloud environments (IL‑4, IL‑6, IL‑6 REL//FVEY) and the ability to document cloud architecture designs and deployment procedures

Experience developing operator training materials, instructional content, and user guides for DoD warfighter audiences across multiple classification levels

Proficiency with advanced desktop publishing and documentation tools, including Adobe FrameMaker, MadCap Flare, Microsoft Visio, or equivalent

Experience with collaboration and content management platforms, including SharePoint, Confluence, JIRA, or equivalent documentation management systems

Familiarity with Model‑Based Systems Engineering (MBSE) documentation practices and the ability to extract and document system architecture content from tools such as CAMEO or MagicDraw

Knowledge of DoD RMF processes and experience producing security documentation, including System Security Plans (SSPs), Security Assessment Reports (SARs), and Plan of Action and Milestones (POA&Ms)

Experience supporting Configuration Control Boards (CCBs), technical baseline reviews, and program milestone documentation in a DoD agile program environment

Familiarity with Bills of Materials (BOMs) and Software Bills of Materials (SBOMs) development and documentation in support of complex network infrastructure programs

Experience applying Section 508 compliance standards to technical documentation and training materials

Knowledge of MIL‑STD‑38784, DI‑IPSC, DI‑MISC, and applicable Air Force and DoD technical documentation standards and formats

Target salary range: $80,001 - $120,000.
