DUTIES This position serves as the assistant director of a U.S. Coast Guard Child Development (CDC) and assists the director as the focal point for the child development services and family childcare programs in Kodiak, AK. CDC services may include, but are not limited to infant care, toddler care, preschool programs, after‑school care, and hourly care. The CDC Assistant Director works under the supervision of the CDC Director with technical policy guidance from the Coast Guard Headquarters program manager.

This position supervises non‑appropriated fund personnel, including teachers/child care assistants, administrative and custodial staff who may be full‑time, part‑time or on‑call intermittent classifications.

In the absence of the Director, the incumbent is directly responsible for all aspects of the Base Kodiak Child Development Center operation, including management and supervision of all CDC staff.

RESPONSIBILITIES

Apply professional knowledge of early childhood education to plan, implement, and evaluate childcare services that meet Coast Guard policies and family needs.

Communicate effectively at appropriate levels with children, parents, staff, commanders, and external agencies.

Delegate responsibilities and enforce accountability among subordinate staff.

Execute budgetary, accounting, and inventory procedures to manage a diverse child development program.

Interpret local, state, and Coast Guard regulations relevant to child development operations.

Use sound judgment when selecting and applying guidelines from Coast Guard regulations, NAEYC, and local policy.

Resolve conflicts, coordinate with other organizations, and interpret policy to staff.

SUPERVISORY CONTROL

Assist with management of childcare program activities and daily business transactions of the center.

Plan and carry out program responsibilities, coordinate with other organizations, and resolve conflicts.

Interpret policy to staff and conduct periodic meetings for guidance and financial review.

QUALIFICATIONS REQUIRED Minimum

Bachelor’s degree in child development or early childhood education, or a combination of education and experience equivalent to a four‑year degree.

Current certification in First Aid and Cardiopulmonary Resuscitation.

Specialized experience in group child care, including managing a child care center, selecting and supervising staff, and developing child development programs.

Physical ability to lift and carry up to 45 pounds and to perform routine tasks in both indoor and outdoor environments.

A valid driver’s license and the ability to operate an automobile.

Successful completion of Tier 1 background investigation and Civilian Medical Clearance Examination upon hiring and every two years thereafter.
