Responsibilities
Serve as a Contract Specialist, performing negotiation, analysis, and buying functions for assigned aircraft and equipment.
Administer, evaluate, analyze, and negotiate pre- and post-award actions.
Plan acquisitions, prepare cost and price analyses, negotiate contracts, and administer contract execution.
Evaluate contractors' past delivery performance to determine award of contract options and provide information for pre-award surveys.
Establish administrative controls and procedures to ensure contract compliance.
Plan, solicit, negotiate, and award contracts within locally specified goals.
Provide pre- and post-award procurement services for complex and diversified repairable requirements.
Act as the central point of contact for pre-award contracting actions, handling a wide range of contract types and methods for procurement of items, services, and materials.
Conditions of Employment
Must be a U.S. citizen.
Tour of Duty: Flexible.
Security Requirements: Non-Critical Sensitive.
Appointment requires successful suitability or fitness determination; unfavorable background checks may result in removal.
Fair Labor Standards Act (FLSA): Exempt.
Selective Service Requirement: Males born after 12‑31‑59 must be registered or exempt.

Acquisition Workforce Position (NON-CAP): Defense Acquisition Workforce position; must complete DoD certification and other requirements.
Qualifications
Basic Contracting Requirement :
A) Baccalaureate degree from an accredited institution, OR
B) Current civilian employee in DoD or member of the Armed Forces who held an 1102 contracting officer position or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2020.
Contracting Officer Requirement : Minimum two years of experience in a contracting position.
Specialized Experience
(one year): Experience that directly supports the duties of this position. For GS‑12, specialized experience must be at the GS‑11 level or equivalent.
Creditable Specialized Experience Includes :
Applying contracting principles, laws, statutes, regulations, and procedures for pre‑award actions.
Using negotiation techniques with private sector representatives, government experts, or managers.
Applying a wide range of contracting methods and contract types for large, complex contracts.
Conducting market research/analysis to determine availability and market conditions.
Communicating written and oral communications with vendors/customers.
