A State Government Agency in Philadelphia is seeking a
Senior Digital Accessibility Specialist
to lead the design, implementation, and long-term sustainability of the City's enterprise digital accessibility program.
This is a
high-impact, strategic role
responsible for shaping how accessibility is embedded across
Phila.gov , digital services, and content creation pipelines citywide. You will drive both
technical execution and program governance , ensuring accessibility is integrated into every stage of the digital lifecycle-from design and development to procurement and publishing.

12-month contract
First 6 months:
Strategy, assessment, and program buildout Second 6 months:
Advisory, training, and program sustainment
Schedule:

$50/hour What You'll Do
Phase 1: Build & Implement (Months 1-6)
Assess the City's current
digital accessibility posture
across websites, applications, documents, forms, and kiosks Develop an
enterprise accessibility framework, governance model, and roadmap Design and implement
standard operating procedures
for accessible digital content creation and publishing Establish
automated and manual accessibility testing workflows , including:
Tool selection and implementation Integration into
CI/CD pipelines Quality assurance checkpoints across design, development, and procurement
Identify and prioritize remediation of
non-compliant digital properties
aligned to WCAG 2.1 AA standards Phase 2: Sustain & Mature (Months 7-12)
Transition into a
strategic advisor role , supporting long-term accessibility program success Provide
training, guidance, and documentation
to internal teams Conduct
ongoing quality assurance reviews
and ensure adherence to standards Support departments and vendors in maintaining and advancing accessibility practices independently Partner with OIT Digital Services, stakeholders, and vendors to embed accessibility into
end-to-end digital workflows Required Qualifications
Minimum
5 years of professional experience
in digital accessibility, including auditing, remediation, and program development Deep expertise in:
WCAG 2.1 AA / AAA Section 508 ADA Title II
Strong hands-on experience with
assistive technologies
(screen readers, magnifiers, voice input, switch devices) Proven track record designing and implementing
enterprise accessibility governance frameworks and policies Experience with accessibility testing tools such as
axe, JAWS, NVDA Demonstrated experience integrating
automated accessibility testing into CI/CD pipelines Preferred Qualifications
Experience working with
government agencies
or large-scale public sector accessibility initiatives Experience with
mobile application accessibility testing Familiarity with
content management systems
(e.g., WordPress) and government technology environments Relevant certifications such as:
IAAP CPACC, WAS, CPWA , or equivalent
Experience with:
Inclusive design methodologies User research with people with disabilities Plain-language content strategy
