Responsibilities

  • Provide total Foreign Military Sales (FMS) Life Cycle Management for U.S. implementing agencies and international customers to include pre-LOR requirements development, selection of defense articles, training and services, and requests for price and availability (P&A).
  • Provide case development guidance and support for policy waivers, technical releasability, site surveys, manpower estimates, and LOA transparency and pricing requests.
  • Functional support for managing requirements and reporting for LOA and FMS cases for the Republic of Singapore.
  • Provide personnel with program, weapons system operational, maintenance and/or logistics support expertise for systems purchased by the Partner Nation.
  • Analyze existing US military and host nation defense and capability requirements; identify/assess alternative sustainment and enhancement strategies; provide recommendations and assist in defining requirements for future programs.
  • Ensure up-to-date information in the SAF/IA partner capabilities database for assigned programs, countries, or regions.
  • Assist and support the SAF/IA Country Director for the Republic of Singapore with program management, monitoring of training, exercises, personnel exchanges, security assistance programs, and FMS key leader engagements; coordinate across the DoD on policy, FMS, and security cooperation.
  • Assist and support the SAF/IA Country Director in defining, tracking, analyzing, reporting, and advising on major aspects of current and future FMS programs with the Government of Singapore.
  • Assist and support the SAF/IA Country Director in providing support to offices implementing the Republic of Singapore FMS programs, including USAF FMS services procured under LOAs.
  • Provide input to USAF Security Cooperation Enterprise stakeholders to action and respond to Republic of Singapore and Government of Singapore/Ministry of Defense needs.
  • Develop a key essential personnel contact list with names and contact information for US interagency and RSAF, Singapore Embassy, and Singapore Acquisition personnel involved in aviation FMS case development and execution.
  • Assist and support the SAF/IA Country Director with briefings, point papers, background information, political-military analysis and other documentation related to Singapore Security Cooperation for senior leadership.
  • Coordinate with SAF/IA leadership, AFSAC, AFSAT, industry product centers, and acquisition program managers (US and Singapore) to provide policy and monitor the status and direction of all Singapore FMS programs.
  • Coordinate with OSD, DoS, and Singapore to ensure oversight and stability of Singapore's FMS programs.
  • Analyze and track RSAF training/construction/weapons/defense capabilities acquired through FMS and DCS channels and assess life cycle interoperability and product support impacts.
  • Prior experience with FMS/security cooperation/systems/capabilities related to Singapore and/or regional language/culture familiarity is desired but not required.

Skills, Competencies, and Abilities

  • Build strong working relationships with management, support organizations, stakeholders, and peers through timely, consistent, transparent, and effective communication.
  • Plan, organize, and manage complex FMS projects simultaneously, providing innovative and executable options to resolve challenging programmatic issues.
  • Utilize program management tools, spreadsheets, databases, and the Microsoft Office Suite to communicate FMS programmatic status.
  • Remain responsive and flexible to organizational and program changes.
  • Strong oral and written communication skills.

Requirements

  • Bachelor’s degree required; emphasis in International Affairs or Security Cooperation desired.
  • Active Secret Clearance required.
  • 4+ years of experience performing DAF Foreign Military Sales (FMS) case development, programming, and implementation with knowledge of DoD acquisition policies, laws, regulations, and guidance. Singapore or Asia-Pacific FMS experience highly desired.
  • Knowledge of FMS case programming, security cooperation programs, and building partner capability programs (Singapore).
  • U.S. DoD staff experience in a military or civilian capacity.
  • Professional Military Education through the Intermediate Developmental (O-4) level.
  • Knowledge of USAF roles and missions and general understanding of security cooperation, international affairs, and FMS processes, legislation, and players.
  • Knowledge of SAF/IA’s role in US Government and international security cooperation community.
  • Understanding of applicable DoD and USAF directives and policies related to security cooperation and FMS.

Desired

  • ITAR and US Government National Disclosure Policy (NDP).
  • Industry relationships to the FMS process.
  • Fluency or proficiency in Mandarin.
