Job Summary

The Pharmacy Director reports directly to the Associate Deputy Commissioner of the Department of State Health Services (DSHS) in the Infectious Disease Prevention (IDP) Division. This position is responsible for pharmacy-related work of the HIV/STD Section, Tuberculosis and Hansen's Unit, and Immunization Section. The DSHS Pharmacy manages the 340B Drug Discount Pricing Program for TB and STD medications, maintains a Class A Pharmacy License, and oversees 85 Class D Pharmacies across Texas’s Public Health Regions.

Essential Job Functions

  • Oversee and provide leadership and management of Pharmacy Unit activities, including ordering, receiving, storing, repacking, inventorying, and shipping of pharmaceuticals, vaccines, and supplies on behalf of various DSHS programs (30%).
  • Direct and manage the Unit staff, plan assignments, supervise work, and conduct personnel activities such as hiring, orientation, performance planning, and evaluations (20%).
  • Ensure equipment, facilities, and IT applications meet Unit business needs; apply project management and continuous improvement techniques to achieve goals (15%).
  • Develop and implement policies and procedures for accurate inventory data, budget development, and purchasing activities (15%).
  • Represent the Unit in internal and external teams, meetings, and conferences; serve as the primary contact for pharmacy-related legislative work and stakeholder relationships (10%).
  • Direct and oversee responses to inquiries and assignments, review quality and appropriateness of documentation, and participate in disaster response and continuity of operations activities (5%).

Knowledge, Skills, and Abilities

  • Knowledge of public health administration, pharmacy operations, federal and state regulations, Texas Legislative process, and information technology applications.
  • Skill in managing multiple priorities, problem solving, effective communication, team building, strategic planning, budgeting, and conflict resolution.
  • Ability to develop and evaluate policies, manage staff, adjust operations during emergencies, and prepare high‑quality reports.

Initial Screening Criteria

  • Experience managing a multidisciplinary staff.
  • Experience in operations, including budget management, policy development, and data interpretation.
  • Bachelor’s degree in public policy, administration, pharmacy, or a closely related field.
  • Preferred experience with pharmacy management, 340B regulations, and inventory supply.
