Job Description Summary

Executive Director, Strategy & Program Excellence, Compliance & Ethics (C&E) reports to the SVP, Chief Compliance & Ethics Officer (CCEO). You will serve as a senior strategic advisor and program leader, driving ongoing assessment, innovation, and continual enhancement of BMS\' healthcare compliance program. You will be a member of the Compliance & Ethics Leadership Team (CELT), partnering with verticals of the C&E organization locally and globally, and with enterprise stakeholders across Legal, Finance, Internal Audit, Corporate Communications, and beyond.

The candidate will bring broad industry experience and a strong track record of driving compliance program effectiveness at scale, combining knowledge of global healthcare compliance requirements with a forward‑looking mindset. You will leverage consulting, project management, and business acumen to benchmark against peers, introduce innovation and technology, and translate strategy into actionable, measurable plans. This role requires executive presence, cross-functional influence, and the ability to deliver results in a complex, global, regulated environment.

Key Responsibilities

Compliance Program Assessment & Strategic Planning

  • Assess the overall effectiveness and efficiency of BMS\' healthcare compliance program, identifying strengths, gaps, and opportunities for enhancement
  • Develop, manage, and ensure the completion of annual tactical plans driving continual improvement and maturation of the program
  • Create and monitor KPIs and metrics that measure program effectiveness and progress against strategic plans
  • Lead maintenance and updates of the Global Compliance Risk Assessment, liaising with Enterprise Risk Management (ERM) to ensure alignment and timely risk cycles
  • Provide regular reporting and analysis to the CCEO and CELT on program performance, trends, and risk areas
  • Support the CCEO in preparing materials for executive and board-level stakeholders, including presentations and program updates

Innovation, Technology & Efficiency

  • Identify and evaluate emerging technologies, tools, and data analytics (including AI/ML) to enhance program delivery and department operations
  • Champion the responsible use of AI within C&E, evaluating AI-driven solutions for monitoring, risk identification, training, and efficiency
  • Drive innovation across the C&E function and partner with IT to design and deploy technology aligned to strategic goals
  • Foster a culture of continuous improvement and operational excellence
  • Promote cross-functional collaboration to modernize processes and capabilities

Benchmarking & Industry Intelligence

  • Lead benchmarking against peer pharmaceutical and life sciences companies
  • Monitor industry trends, regulatory developments, and best practices for strategic decision-making
  • Maintain active involvement in healthcare compliance communities and thought leadership forums
  • Represent BMS as a leader in healthcare compliance

Professional Education & Development

  • Develop and execute the C&E Team Professional Education plan, ensuring access to relevant education and development opportunities
  • Identify external training resources, certifications, conferences, and continuing education aligned to team needs
  • Collaborate with CELT and C&E leadership to integrate education planning into the annual operating calendar

Cross-Functional Stakeholder Engagement

  • Build partnerships across the Compliance & Ethics organization to align strategic priorities
  • Serve as a senior C&E liaison to Legal, Finance, Internal Audit, and Corporate Communications
  • Represent the CCEO in cross-functional meetings as needed
  • Facilitate information flow across CELT and the broader C&E organization

Financial Management & Budget Oversight

  • Own and manage the C&E department budget, including planning, forecasting, monitoring, and reporting
  • Partner with CCEO and Finance to develop fiscal strategies and manage operating budgets
  • Develop and track financial KPIs; provide recommendations to maximize resources and program performance
  • Identify opportunities for cost efficiencies while maintaining program effectiveness

Operational Excellence & Program Governance

  • Oversee the operating rhythm of key compliance activities, including agenda-setting and action tracking
  • Lead change management initiatives and support long-range planning and resource allocation
  • Develop governance frameworks to ensure accountability and transparency across programs

Qualifications

  • Bachelor\'s degree in Business, Law, Public Policy, Life Sciences, or related field required; advanced degree (JD, MBA, MPH, or equivalent) strongly preferred
  • 15+ years of progressive healthcare compliance experience with broad industry exposure
  • Prior experience in consulting, project management, or business operations strongly preferred
  • Deep knowledge of global healthcare compliance requirements (OIG, PhRMA Code, AKS, FCPA, UK Bribery Act, etc.) and regional laws across key geographies
  • Proven track record in strategic planning, program assessment, global risk assessment, and large-scale cross-functional initiatives
  • Experience managing departmental budgets and translating financial data into strategic recommendations
  • Proven ability to introduce innovation and technology (including AI) to compliance or related functions
  • Active engagement in healthcare compliance communities and networks
  • Strong business acumen with excellent relationship-building and ability to influence senior leadership
  • Exceptional analytical ability, intellectual agility, and executive presence
  • High emotional intelligence and ability to navigate organizational complexity
  • Proactive, entrepreneurial mindset with strong business judgment and prioritization skills

Compensation Overview

$276,170 - $334,647. The starting compensation range is listed above for a full-time employee. Additional incentive cash and stock opportunities may be available. Final compensation is based on demonstrated experience.
