Implementation Director
Location: Denver, Colorado
Responsibilities
- Proactively communicate and collaborate with external customers and internal team members to identify, analyze, and document user stories and deliver artifacts such as requirements configuration design documents, data migration plans, and specifications, etc.
- Manage technology solutions according to industry and corporate standards such as PCI/DSS v4.0 and ITIL v4.
- Work with State Enterprise Support to identify needs and co-author roadmaps for transformation initiatives.
- Manage application development and deployment of all products and services with Application Security (OWASP best practices) as a primary driver.
- Manage a team of software developers; responsible for hiring, performance management, employee development, training, and succession planning.
- Oversee a comprehensive quality control environment; establish and ensure adherence to DevOps standards, including quality control, continuous integration/continuous deployment pipelines, release and change management, and foster process automation for builds, testing and deployments.
- Support the Development Team in planning architecture, debugging and addressing technical debt.
- Advise the organization on appropriate use of current technology in support of business goals and customer objectives.
- Recommend options for new approaches in work processes to ensure efficient configuration platforms that best meet the customer's needs while minimizing custom development.
- Serve as the conduit between the customer community and the implementation team to achieve optimal service delivery.
- Interact with software vendors and other Tyler teams to understand product roadmaps and applicability to the team’s needs.
- Interact effectively with a diverse group of team members and clients within Tyler, the industry, and government communities.
- Play an active role in troubleshooting and resolving client issues by working closely with the Support and Development departments.
- Assist QA staff with product testing or modification testing and data validation as required.
- Notify management and the appropriate department of issues or unplanned events that could impact the effectiveness/schedule/budget of the implementation.
- Create implementation tools and documentation to iteratively improve implementation capabilities.
- Have experience with product development lifecycle for custom web applications, CMS platforms, and SaaS solutions.
- Support business development processes by advising on technical aspects, including estimates, proofs of concept, and research and development.
Qualifications
- 5+ years of experience directly managing development, product, and platform teams.
- Undergraduate (or Graduate) degree preferred in Computer Science or a related discipline.
- Experience in managing and developing employees and building a positive team culture.
- 5+ years of strong working knowledge of technology, computing systems, and applications, including Content Management Systems, JavaScript frameworks, Java/Jakarta EE 8+, JBoss, MySQL 8.0.30+, .NET, C#, or other similar technologies.
- Experience managing Drupal 10 or higher, including Drush and PHP, as a cloud-based content management platform.
- Deep expertise and 3+ years of hands‑on experience managing and deploying applications on Amazon Web Services (AWS), covering compute (EC2), database (RDS), storage (S3), and networking services.
- Experience with Jira Service Management or similar ITSM tools.
- Experience building and maintaining CI/CD pipelines.
- Experience with various software development methodologies, including Agile Scrum and Waterfall.
- Strong decision‑making, analytical, and problem‑solving skills, particularly in data validation.
- Excellent planning and organizational skills with the ability to follow through until a given activity is complete.
- Experience delivering technology solutions under contractual SLAs.
- Strong leadership, organizational, communication, prioritization, and project management skills.
- Self‑motivated and able to work in an autonomous, fast‑paced, and entrepreneurial environment.
- Support business development processes by advising on technical aspects, including estimates, proofs of concept, and research and development.
- Ability to communicate and build relationships with customers.
- Experience with web architecture design and development, and direct experience in accessibility compliance (WCAG 2.1 AA and § 508 standards).
- Demonstrated experience integrating design principles—such as universal design, human‑centered design, or design thinking—and user experience best practices into the software development lifecycle.
- Solve problems and provide options for complex problems.
- Drive daily tasks as they contribute to priority projects.
- Practice accountability for implementation best practices and organizational goals.
- Assist other developers and team members with key development tasks.
- Coach and mentor developers and application designers.
State‑Specific Salary Range Disclosure Requirements
Salary will generally fall between $83,524 – $160,000 before adjustment for geographic differences. Recruiter can confirm if the position is incentive‑eligible.
