Overview

The Northampton Housing Authority (NHA) seeks an experienced, mission driven, and innovative executive director to lead and manage its programs, properties, and contracts. Candidates for this position should be passionate about public service and committed to expanding opportunities and improving the quality of life for residents of the Northampton Housing Authority.

The NHA owns and operates a total of 559 state units including 420 units of ch. 667 state-aided elderly/handicapped public housing, 80 units of ch. 200 state-aided family housing, 16 units of ch. 705, 33 units of Chapter 689, as well as 110 units of federal public housing. The NHA furthermore administers 10 state MRVP vouchers, and 868 federal HCV vouchers, alongside other local programs and Section 8 Moderate Rehab units. The NHA also manages the Hatfield housing authority.

Responsibilities

  • Lead and manage the Northampton Housing Authority's programs, properties, and contracts.
  • Provide strategic direction and operational oversight to ensure mission alignment and performance.
  • Collaborate with local officials, boards, residents, and funding agencies to support public housing operations.
  • Oversee financial management, budgeting, maintenance systems, personnel, and administrative processes.
  • Cultivate a culture of welcoming diversity, transparency, ethics, and excellence.
  • Inspire and mentor staff toward high performance and professional development.

Required Minimum Qualifications

  • Eight (8) years of experience in public or private housing, community development, public administration, or a closely related field demonstrating strong management and organizational skills.
  • Evidence of effective leadership and private industry business skills; evaluated on a case-by-case basis.
  • At least three (3) years of supervisory experience of a staff of ten (10) or more.
  • Excellent written and verbal skills to communicate effectively with local officials, boards, residents, funding agencies, employees, and community members.
  • Experience working with people of various socio-economic backgrounds.

Desired Qualifications

  • Demonstrated creativity and innovation; strong desire for leadership in public housing.
  • Working knowledge of fiscal management, maintenance systems, personnel and administrative management systems in public or private housing; experience with financial management including budgeting.
  • Knowledge of local, state, and federal government procedures as they relate to housing development, construction, and management; may be substituted for high-level business or administrative experience.
  • Leadership in cultivating diversity and tolerance in the office and in the community; ability to foster an ethical, transparent, positive work environment.
  • Ability to inspire staff to excellence through mentorship and leadership.
  • Experience with collective bargaining and working with union employees.

Education

  • Bachelor’s degree from an accredited college or university, with a concentration in business administration, public administration, social services or a related field.
  • Certification as a property manager or similar classification by a nationally recognized housing or real estate organization or certification as a MPHA of an EOHLC-approved Massachusetts Public Housing Administrator Certification Program is desirable and must be obtained within the first year of employment.

Compensation and Benefits

The annual salary range is between $166,370 - $184,856 per year depending upon experience, certifications, and in accordance with the EOHLC Executive Director Salary Schedule/Calculation worksheet. The work week is 37.5 hours per week and includes a generous benefit portfolio.

About Northampton Housing Authority

The Northampton Housing Authority (NHA) is a quasi-public agency maintaining public housing at the McDonald House, Forsander and Cahill Apartments, Tobin Manor, Salvo House, and Hampshire and Florence Heights. The NHA also administers a Housing Choice Voucher program (Section Eight) and works with the Veterans Administration to administer VASH vouchers.
