Overview
Advanced Radio Frequency (ARF) Product Line is seeking an experienced Program Management Director to lead the Advanced Electronic Warfare (AEW) business area. The Director will be responsible for capture, planning, execution, mission‑area transition, and growth of an Electronic Warfare‑based program portfolio. This position reports to the Advanced RF Senior Director within the Airborne Spectrum Dominance Sub‑Strategic Business Unit of the Advanced Technology Strategic Business Unit. The role is onsite in Goleta, California, with relocation assistance available.
Security Clearance
U.S. citizenship is required. An active, transferable DoD Clearance: Top Secret is required prior to start date; the candidate must already possess an active Top Secret clearance and be able to obtain program access and Top Secret/SCI after start.
Responsibilities
- Execute and report all program efforts to customers and Raytheon business leadership.
- Develop and execute program plans to achieve deliverables, direct internal investment, and develop winning strategies and proposals.
- Attract talent and establish strong customer relationships in a complex technical environment; partner with government counterparts to market potential programs in the Science and Technology Acquisition community.
- Use extensive cross‑functional Program Management leadership skills to drive synergies, align communications horizontally and vertically, collaborate across Raytheon and the broader industry.
- Navigate complex customer communities and security requirements.
- Influence peers, executive‑level individuals, and senior customers to support additional investment decisions.
- Collaborate with functional partners and technology leaders to recommend necessary Electronic Warfare investments and develop growth strategies.
- Synthesize cohesive technology roadmaps and investment plans.
- Travel approximately 25% of the time among RTX sites and customer locations.
Qualifications – Must Have
- Bachelor’s Degree in STEM and minimum 14 years of relevant experience.
- Experience with S&T customers, DARPA, IARPA, or service acquisition offices.
- Capture and program execution experience in S&T and/or EMD programs.
- Experience with Electronic Warfare and RF sensor technologies, including developing and/or managing technical roadmaps.
- Active, transferable Top Secret clearance (and eligibility for SCI).
Qualifications – Preferred
- Experience leading systems development and/or design within the past three years.
- Experience developing, maintaining, and growing a business strategy aligned with an Annual Operating Plan and a Long‑Range Plan.
- Ability to evaluate potential opportunities and capture planning.
- Broad and deep experience in RF systems development across technology development, EMD, and production transition.
- RTX Program Management Level 3 Certification with EVMS Certification, or ability to obtain within six months.
- Proven ability to lead, monitor, interact with and course‑correct technical teams in a matrixed environment.
- Interaction with senior leadership, internal leadership, customers, teammates, and suppliers.
- Business and project management experience with EVMS, IMS/IMP, risk management, and financial forecasting.
- Experience as a change agent, energizing organizations to exceed expectations.
Compensation & Benefits
Salary range: $204,800 – $389,200 USD. Compensation consideration includes role, function, responsibilities, experience, location, education, and key skills.
