Arch is seeking a Senior Director of Business Development – DHS / Federal Civilian to lead and expand growth initiatives focused on the Department of Homeland Security (DHS) while also supporting strategic growth across the broader Federal Civilian (Fed/Civ) market. Arch already has a strong and established footprint across DHS and other Fed/Civ agencies, and we are looking for a leader who can immediately add value and hit the ground running. We are looking for someone who is deeply motivated by growth and revenue generation—someone who is constantly thinking about the pipeline, driven to create new opportunities, and hungry to win. This is a role for a high-energy, aggressive growth leader who is not satisfied with maintaining the status quo and is always pushing to expand market presence, open doors, and convert relationships into revenue.

This individual will be expected to leverage existing relationships, create new customer access, strengthen partner channels, and help identify, shape, and close new business opportunities. The ideal candidate is a proven federal growth leader with a demonstrated track record of winning work, building trusted customer relationships, and developing strong partnerships across government and industry. Position Overview

Arch is seeking a Senior Director of Business Development – DHS / Federal Civilian to lead and expand growth initiatives focused on the Department of Homeland Security (DHS) while also supporting strategic growth across the broader Federal Civilian (Fed/Civ) market. Arch already has a strong and established footprint across DHS and other Fed/Civ agencies, and we are looking for a leader who can immediately add value and hit the ground running. Key Responsibilities

  • Lead business development and growth efforts with a primary focus on DHS while supporting expansion across other Federal Civilian agencies .
  • Build on Arch’s established presence across DHS and the broader Fed/Civ market by identifying, qualifying, and advancing new opportunities.
  • Leverage existing customer and industry relationships to create new access, strengthen strategic positioning, and expand Arch’s pipeline.
  • Develop and execute account growth strategies for DHS components and select federal civilian agencies.
  • Identify, qualify, shape, and help close opportunities where Arch can compete as a prime contractor, subcontractor, or teaming partner .
  • Drive pipeline development with a strong emphasis on opportunities that align with Arch’s capabilities, strategic priorities, and growth goals.
  • Engage early with customers, contracting officials, program offices, and mission stakeholders to understand priorities, procurement outlook, and emerging needs.
  • Build and maintain trusted relationships across DHS components, other civilian agencies, and key industry partners.
  • Strengthen and expand strategic partnerships with large businesses, small businesses, OEMs, and technology firms to improve access and teaming competitiveness.

  • Work closely with leadership, capture teams, proposal managers, and technical teams to develop win themes, discriminators, and customer-focused positioning.
  • Influence bid
    o-bid decisions through informed assessments of customer environment, incumbent position, competitive landscape, contract vehicle strategy, and probability of win.
  • Represent Arch at customer meetings, conferences, industry days, networking events, and partner engagements.
  • Track procurement forecasts, agency priorities, budgets, contract vehicles, and competitor activity across DHS and other civilian agencies.
  • Maintain disciplined pipeline management and provide leadership with timely updates on opportunity status, risks, and growth outlook.
  • Help drive measurable revenue growth and contribute directly to Arch’s short‑ and long‑term expansion strategy.

Required Qualifications

  • Bachelor’s degree in Business, Government, Public Policy, Marketing, Technology, or a related field; equivalent experience may be considered.
  • 10+ years of progressive experience in federal business development, capture, or growth leadership roles.
  • Demonstrated success winning new federal business and contributing to measurable revenue growth.
  • Strong experience supporting opportunities within DHS and additional experience across the broader Federal Civilian market .
  • Established relationships within DHS and familiarity with one or more components such as CBP, TSA, FEMA, ICE, USCIS, CISA, Coast Guard, or DHS Headquarters .
  • Demonstrated ability to build and maintain trusted relationships with government customers and industry partners .
  • Proven track record of identifying, qualifying, and shaping federal opportunities prior to solicitation release.
  • Strong understanding of the federal procurement lifecycle, including business development, capture, proposal support, and award positioning.
  • Experience with federal contract vehicles such as IDIQs, BPAs, GWACs, GSA MAS, and agency‑specific contract vehicles .
  • Strong knowledge of the competitive federal market and the ability to translate market intelligence into actionable growth strategies.
  • Excellent written, verbal, and presentation skills with strong executive presence.
  • Highly motivated, results‑oriented, and able to operate with urgency in a fast‑paced growth environment.
  • Ability to travel for customer meetings, partner engagements, conferences, and internal planning sessions.

Preferred Qualifications

  • Master’s degree in a related field.
  • Experience supporting growth across agencies such as HHS, DOJ, Treasury, USDA, Labor, VA, NOAA, or other civilian agencies .
  • Experience in growth areas such as digital transformation, cloud, cybersecurity, AI, data, enterprise modernization, or mission support services .
  • Experience in both business development and capture , with the ability to help shape and mature opportunities well in advance of RFP release.
  • Experience working in a high‑growth government contracting environment.
