Education

Required – Bachelor’s degree from an accredited college/university in administration, business, psychology, sociology, or other relevant behavioral science.

Preferred Education

Preferred – Master’s Degree in a related field.

Experience

Required – 5+ years of experience working with vulnerable populations as a director or administrator of a large social service organization, or progressive project management on a human services project demonstrating advanced levels of growth, including 2 or more years of senior level management and supervisory experience and overseeing multiple sites across a large geographic area.

Preferred – 4+ years of experience providing financial oversight and management to multi‑million‑dollar programs/projects.

Directors and other staff as assigned.

Job Summary

The Deputy Executive Director supports the Executive Director in driving organizational success through both operational and field leadership. This role serves as a key liaison between the Executive Director and programs, providing direct oversight of program implementation and outcomes. Responsibilities include ensuring contract compliance, supervising staff, guiding program launches and evaluations, overseeing budget development and financial tracking, and fostering program growth. The Deputy Executive Director plays a central role in aligning service delivery with organizational goals while promoting effective program management and accountability.

Essential Functions

  • Coordinate organizational, community, programmatic and financial elements of the services provided to the service population to ensure individual needs are met.
  • Inspire and lead personnel to provide quality services.
  • Develop and implement an organizational management structure which promotes industry best practices, ensures optimum delivery of services and maintains the safety and well‑being of the service population and staff at multiple sites and locations.
  • Conduct routine monthly site visits (field offices) to engage and support personnel and identify operational gaps or unmet needs.
  • Ensure desired performance, deliverables and outcomes are achieved.
  • Remediate any program deficiencies associated with federal and state contractual and regulatory guidelines and standards.
  • Meet all agency policies and procedures and federal and state contractual and regulatory guidelines and standards that are applicable to this position.
  • Support programming within budget.
  • Ensure compliance with accreditation standards across the organization.
  • Demonstrate skills in providing effective, hands‑on leadership.
  • Work a flexible schedule including nights, holidays, and weekends.

Measurable Deliverables

  • Represent the agency by maintaining positive relationships and communication with the community, churches, the public, government, state and other federal agencies that result in a positive image and excellent reputation of the organization.
  • Seek opportunities to implement new programs, enhance existing programs and further develop and/or expand existing programs.
  • Ensure programs are maintained in good standing with all contracts.
  • Update and implement program policies and procedures to promote best practices.
  • Conduct site visits of office locations to ensure buildings, grounds and equipment are clean, in good working order and meet the standards and values of the organization.
  • Maintain at least 90% compliance with contracting entities, internal and external audits.
  • Maintain at least 90% compliance with operating budget in accordance with agency guidelines.
  • Complete all notification and reporting requirements in accordance with state and federal contract and regulatory standards and requirements.
  • Hire, train, supervise, and review actions of program personnel assigned to this position.
  • Conduct random and periodic audits of files to ensure that programs are meeting deliverables and are in line with contract scope of work, required standards, practices and/or program guidelines.
  • Conduct monthly and quarterly all‑staff meetings.
  • Effectively communicate with staff, participants, and stakeholders.
  • Monitor program data and report on activities, risks, and recommendations to the Executive Director.
  • Organize and participate in local and regional meetings with community entities to address current and future issues affecting program operations.
  • Maintain professional and ethical standards of conduct outlined in the BCFS employee handbook, including demonstrating respect for agency staff, clients, and community members and complying with required dress code at all times.
  • Respond sensitively and competently to the service population’s cultural and socio‑economic characteristics.
  • Communicate effectively in writing and verbally in English.
  • Work in a fast‑paced environment.
  • Maintain computer literacy required for the position.
  • Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
  • Travel as needed.
  • Other job duties as assigned per grant requirements.

Requirements

  • Maintain certificates required for the position including but not limited to First Aid and CPR.
  • Valid Texas Driver’s license with a clear driving record and reliable transportation.
  • Pass a pre‑employment drug screen and random drug screens.
  • Provide proof of work eligibility status upon request.
  • Pass a pre‑employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past five years).
