Pay Schedule 12, Grade 6M

Responsibilities

  • Under direction, assist County agencies in implementing their information technology plans.
  • Manage and coordinate the Applications Development Unit of the Office of Information Technology.
  • Direct, plan and coordinate the assessment, development, enhancement, and implementation of computer application systems.
  • Receive and review all initial agency requests to develop new or modify existing computer systems.
  • Review applications provided by vendors prior to purchase.
  • Make recommendations to agency head for software enhancements and/or purchases based upon analysis of current systems.
  • Develop internal performance standards and assessment tools to measure unit effectiveness and staff development through continuous improvement processes.
  • Supervise and assign Business Analysts in the development of needs assessments.
  • Coordinate technical resources and assemble an Assessment Team to develop a project Assessment Plan.
  • Review functional specification documents for each project.
  • Provide technical expertise in the development of software applications.
  • Implement and update the Office of Information Technology Plan.
  • Integrate the goals of County agencies based on advanced technology into the goals and objectives of the Office of Information Technology.
  • Consult with County agencies and provide advice and consultation to streamline work processes.
  • Provide quality customer service.
  • Identify new technologies to provide successful solutions to problems and to increase effective operations.
  • Oversee all database management activities, both mainframe and other database support.
  • Plan, oversee and develop policies and procedures to ensure the integrity of the database environment.
  • Assist the Director of Information Technology with administrative responsibilities and organizational management.
  • Develop annual operating budget requests for the Applications Development Unit.
  • Serve on various Countywide and departmental technical committees.
  • Perform other related duties as required.

Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in Business or Public Administration, Computer Science, Communications or a related field.
  • At least five (5) years’ experience as a business analyst, change management analyst, project manager or closely related experience in the analysis of information technology organizations and systems.
  • Additional experience may be substituted on a year-for-year basis up to a maximum of four years for the required education. Additional education in a field listed above may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

Part‑time civilian employees can waive enrollment for up to sixty days, then may join or waive permanently. Newly hired employees at least 55 years of age may opt not to join the ERS.

Paid Leave: Includes Sick Leave, Vacation Leave, Personal Leave, Holidays, Bereavement Leave, Jury Leave, and Military Leave.

Direct Deposit: Payroll through direct deposit to the financial institution selected by employee is required.

Salary

Annual Salary Review: Step increases may be granted on anniversary date based on satisfactory job performance.

General Increases: Cost of living increases and adjustments may be granted as legislated.

Longevity Increases: In accordance with the specific pay schedule, a full‑time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
