Job Summary

The Director of Program Development is responsible for the quality, culture, compliance, and leadership of all internal program functions. This role ensures programs operate with excellence, spiritual integrity, accountability, and measurable transformation outcomes. The Director of Program Development oversees and protects program culture, standards, and internal integrity.

Key Responsibilities

  1. Christian Culture & Spiritual Formation
    • Cultivate and nurture a clear, Christian-based philosophy across programming, including overseeing spiritual expectations for staff and a consistent Christ-centered environment.
    • Develop and monitor spiritual growth indicators (participation, milestones, mentorship).
    • Event management.
  2. Program Development & Participant Advancement
    • Program-building and development for core programming, new programming, and supplementary events, including community engagement.
    • Develop and oversee staff management of participant journey from intake to program completion.
    • Refine and oversee internship programming, including eligibility, milestones, and indicators of progression and readiness for paid opportunities.
    • Manage volunteer engagement, volunteer pipelines and relationship building.
  3. Housing Support Compliance & Risk Management
    • Works with the Director of Residential Services to oversee compliance for state, city, and county requirements.
    • Conduct internal audits to ensure ongoing compliance with regulatory standards.
  4. Staff Leadership & Accountability
    • Employee management, including direct supervision of program managers and staff.
    • Enforce department and ministry standard operating procedures and policies.
    • Oversee staff training and development.
    • Manage staffing strategy and structures.
  5. Program Quality Assurance
    • Track, review, and report outcomes and KPI’s.
    • Continuous program development, improvement, and growth planning.
    • Oversee and prepare department for internal and external audits and compliance planning.

Qualifications

  • Alignment with and commitment to FreedomWorks' mission, values, and faith-based approach to recovery.
  • At least 3-5 years of experience in recovery, re-entry, or similar background required.
  • Strong leadership and relational skills with the ability to mentor and guide.
  • Bachelor's Degree or equivalent experience in biblical studies and/or ministry required.
  • Supervisory experience required.
  • Strong interpersonal skills and proven ability to work with people of diverse backgrounds.
  • Ability to pass a DHS background study and complete mandated reporter training.

Physical Demands

This position requires frequent standing, walking, and movement throughout the facility as well as extended periods of sitting, computer use, and document review. Frequent typing, reading, and detailed administrative work are required. Occasional lifting of up to 25 pounds may be necessary. Work Environment

This position is primarily based in an office setting located within a participant board and lodge facility. The work environment includes regular, direct interaction with program participants, staff, vendors, and county partners. The role requires navigating shared spaces within the facility and maintaining a professional, supportive presence in a participant-centered environment.
