Minimum Job Requirements
Minimum 5 years progressively more responsible experience in commercial construction/project management. Strong communication and organizational skills; detail orientation; ability to manage all phases of large scale construction projects; in depth knowledge of bid estimating, negotiating contracts, budgeting, blueprints. Strong technical skills, full understanding of Excel, Word and CAD. Full understanding of Master Format and AIA Documents.
Essential Job Functions
- Scopes and provides cost estimates for bond projects; develops bid strategies and specifications; provides value-engineering analysis of projects.
- Schedules and participates in bid openings; analyzes bid results and develops applications for and insures compliance with permits, zoning and platting submission deadlines; secures structural engineering as necessary.
- Works as liaison between district, architecture firms and contractors and the City of Broken Arrow.
- Analyzes change orders based on contractual obligations of contractors; develops strategies for reducing change order requests.
- Provides timely information on construction projects to administration and the Board of Education.
- Completes field inspections on new construction and renovations for compliance with specifications.
- Coordinates the hiring, contract negotiations and communication with outside consultants: architects, engineers, program managers and construction managers.
- Identifies and coordinates furniture, fixtures and equipment purchases for capital improvement projects; identifies funding and works with Purchasing Department.
- Coordinates with District personnel for design and construction of facilities; assists in development of site specific plans to accommodate construction.
Supervisory Responsibilities
Supervises, oversees and manages assigned staff. Carries out supervisory responsibilities in accordance with the district's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills
Ability to apply routine mathematical concepts and operations such as addition, subtraction, multiplication and division. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Reasoning Ability
Ability to apply common sense understanding to carry out written and oral instructions. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Other Skills/Expectations
Develops cooperative and functional relationships with district staff and the public; maintains consistent and punctual attendance; insures job responsibilities are met competently and within established deadlines. Able to be in attendance for normal work schedule with 95% attendance. Must attend all BOE meetings, applicable City of Broken Arrow Planning Commission meetings and Technical Advisory Committee meetings.
Physical Demands
The position requires use of a computer, keyboard and related equipment; driving a vehicle on District business; grasping, sitting, standing, walking, twisting, bending, reaching; may kneel, crouch and climb stairs and inclines. When performing outdoors/on-site work the position may require walking and standing on slippery and uneven surfaces and may be exposed to noise, fumes, solvents or chemicals, dust and vehicular traffic.
