The Regulatory Affairs Wholesale Markets Director supports the company’s engagement in U.S. wholesale electricity markets. This role contributes to market design initiatives, transmission planning processes, market policy analysis, and cost allocation frameworks in Electric Reliability Council of Texas (ERCOT) and Southwest Power Pool (SPP) and state-jurisdictional forums. The role works cross-functionally to enhance market awareness and commercial outcomes that support the development and operation of utility-scale projects and operating assets. The Director serves as the primary interface with market operators, regulators, and industry stakeholders, while advising internal leadership on regulatory risks, opportunities, and evolving market conditions.
Role Responsibilities
Lead and support the company’s engagement in ERCOT and SPP wholesale electricity markets by contributing to regional market strategy and coordinating efforts aligned with RWE’s growth, development, and asset optimization objectives
Serve as a strategic partner and trusted advisor to the Senior Director, Regulatory Affairs Wholesale Markets, providing forward‑looking counsel on wholesale market design, transmission policy, and regulatory strategy
Proactively identify, monitor, and communicate federal and state regulatory initiatives in ERCOT and SPP with potential commercial impact to RWE’s development and operating portfolio
Analyze and synthesize complex market rulemakings, transmission planning reforms, and cost allocation proceedings; assess commercial risks and opportunities; and brief executive leadership with clear strategic recommendations
Actively participate in ERCOT and SPP stakeholder processes and state regulatory proceedings, including drafting comments, developing testimony, coordinating expert support, and advocating RWE’s positions in formal and informal forums
Partner with internal commercial, development, transmission, operations, and interconnection teams to align regulatory strategy with RWE’s policy positions and business objectives
Represent RWE in stakeholder processes and meetings in ERCOT and SPP
Engage with regional and state regulatory agencies, including the ERCOT, SPP, and state public utility commissions, on wholesale market design, transmission planning, and cost allocation matters
Actively participate in ISO/RTO commitees, industry trade associations and stakeholder coalitions to advance aligned policy positions and influence market outcomes
Build and maintain strong relationships with key stakeholders, regulators, peers, and grid operators
Work effectively within a matrixed, cross‑functional environment, contributing subject‑matter expertise to market and regulatory initiatives
Coordinate with external advisors and consultants to advance strategic priorities effectively and efficiently
Job Requirements and Experience
Bachelor's Degree in Engineering, Business, Economics, Policy, or other relevant areas. Advanced degree preferred
Minimum of eight years of demonstrated experience within U.S. organized wholesale electric power markets, including experience working with cross‑functional teams
Demonstrated experience in ISO/RTO stakeholder processes and regulatory proceedings, with a proven ability to guide teams, and influence outcomes
Proven ability to influence regulatory outcomes and manage complex, multistakeholder initiatives. Experience working in a matrixed organization supporting commercial or operational decision‑making
Ability to manage multiple priorities in a fast‑paced, evolving regulatory environment
Adaptable to working in a cross‑functional matrixed environment interacting with internal resources, external consultants, and trade organizations
Strong interpersonal skills, with ability to manage internal and external customer relationships in person and remotely
Excellent proficiency with Microsoft Office (Excel, Word, PowerPoint, Outlook) and Teams
Strong leadership, written and verbal communication, stakeholder engagement, and negotiation skills. Strong organization skills and detailed oriented ability to multi‑task, while working independently and as part of a team
Motivated self‑starter, goal‑oriented, and strong problem‑solving abilities
Responds well to direction, is easy to challenge and develop, and is coachable
Deep understanding of U.S. wholesale power markets, transmission planning, and regulatory frameworks
Strong strategic thinking and business judgment, with the ability to connect regulatory outcomes to commercial impact
