
Associate Director, Custodial and Moving Services

Overview
Under the oversight and general supervision of the Senior Director of Maintenance & Operations, the incumbent oversees a comprehensive custodial and moving services program for the main and south campuses as well as other nearby campus properties consisting of more than 52 buildings and more than six million square feet. Services are provided via a 24/7 operations schedule, serving thousands of students, faculty, staff, and visitors daily. Using independent judgment and professional expertise, the incumbent plans, organizes and directs the activities of the Custodial and Moving Services unit within Facilities Development & Operations. Services include routine and specialized custodial care, moving activities for departments and occupants, and coordination of services for special events and commencement activities.
The Associate Director, Custodial & Moving Services oversees and administers an assigned budget and helps develop priorities to ensure continuity of operations. This includes establishing strong relationships with campus clients and promoting a University-first, customer-focused approach. The incumbent plans, develops, implements, and oversees comprehensive service plans for all areas of responsibility, including establishing key performance metrics and quality controls. The role collaborates with other managers in the Maintenance & Operations Division on strategic and operational plans and initiatives.
Key Responsibilities
- Develop and oversee custodial service plans, preventive maintenance schedules, and service level standards for all buildings and areas of custodial care
- Develop and implement work processes to guide successful plan and standard implementation campus-wide; ensure staff understand services and expectations
- Develop and implement a key performance metrics system to measure and report performance at building and work-group levels
- Develop and implement a quality assurance and quality control program to meet service expectations
- Coordinate with the Senior Director and Business & Administrative Support Services to prepare and justify annual operating budgets for assigned areas
- Partner to implement recruitment, onboarding, offboarding and ongoing training programs including safety, skill, and team development
- Develop strategies to improve customer experience and ease of access to services and information using varied communication methods
- Ensure regulatory compliance tracking and reporting related to assigned operations to Environmental Health & Safety
- Ensure unit compliance with local, state, and federal regulatory requirements
- Oversee personnel management for over 100 employees including hiring, retention, performance evaluation, and corrective action
- Serve as manager on duty for off-hours service calls and campus emergency response
Knowledge, Skills & Abilities
- Knowledge of administrative and management techniques to lead custodial maintenance and moving services programs
- Knowledge of custodial planning, operational plans, preventative maintenance, and quality control
- Strong customer service orientation with ethical standards and the ability to motivate staff in a demanding environment
- Knowledge of managing personnel in a union environment including recruiting, training, supervising, evaluating, and corrective action
- Knowledge of workplace safety and safe work practices
- Knowledge of public contracting requirements for developing and negotiating proposals
- Ability to assess, develop, implement, and evaluate procedures and policies from strategic and operational perspectives
- Proficiency in planning, scheduling, prioritizing, and problem solving to manage multiple tasks
- Ability to interpret, organize and present information in written or presentation formats; use collaborative skills to obtain decisions
Required Qualifications
- Bachelor’s degree in public administration, management, business or related field OR equivalent experience, including five years of supervisory experience in custodial or operational services management, with at least three years in progressively responsible roles
- Four years of supervisory experience in scheduling, coordinating, and managing custodial operations, including at least two years in progressively responsible management
- Demonstrated experience leading and overseeing custodial and/or moving services in a large, complex organization
- Supervisory experience in human resources and employee relations management
- Experience developing and implementing service plans with task development and resource management
License
A valid driver’s license is required. Out-of-state candidates must obtain a California driver’s license within 10 days of hire. Upon hire, the employee must complete the Defensive Driver Training Program provided by the State of California for CSU campuses.
Preferred Qualifications
- Bachelor’s degree in public administration, management, or related field
- CCE or GCMC certification or equivalent
- Supervisory experience in a collective bargaining environment
- Experience managing custodial services for a large, complex organization
- Experience in operational services management for a State facility, college or university, or multi-facility complex
Compensation
Classification: Administrator II
Anticipated Hiring Range: $5,053/month – $16,221/month
CSU Salary Range: $10,618/month – $11,235/month
