Position Overview
Manager, Global Trade – responsible for managing export/import licensing activities within Raytheon’s Air & Space Defense Systems (ASDS) business. Provides guidance on all facets of export/import requirements and authorizations covered by ITAR and EAR, serves as the Empowered Official, and supports compliance infrastructure, training, metrics, and cross-functional collaboration.
Location & Work Arrangement
Remote work with occasional travel to Raytheon’s primary location, Woburn, MA. Must reside in the United States.
Responsibilities
- Serve as Empowered Official.
- Provide export/import licensing guidance and license portfolio management guidance.
- Support business growth by developing export/import licensing strategies.
- Act as subject matter expert on ITAR and EAR export authorization requirements.
- Review, prepare, submit, and manage various export/import authorizations (e.g., DSP-5, DSP-85, DSP-73, DSP-61, DOC licenses; MLAs and TAAs; exemptions/Exceptions).
- Approve export transactional requests involving engineering support services, meetings, employee travel, visitor access, technical data exports, and hardware exports.
- Provide day‑to‑day guidance and support to staff on export licensing and compliance needs.
- Interpret and explain export compliance requirements such as license/agreement provisos, export regulations, and company policies.
- Assist with investigations and reviews of potential GT escapes and disclosures.
- May require occasional business travel to Raytheon locations, including Woburn, MA.

Qualifications You Must Have
- University degree with a minimum of 8 years of relevant experience, or an advanced degree with a minimum of 5 years of experience.
- Experience drafting and submitting State and/or Commerce license and agreement applications.
- Experience with DECCS, SNAP‑R, OCR EASE, and/or other automated licensing and compliance systems.
Preferred Qualifications
- Active DoD Secret clearance.
- Current Empowered Official status.
- Self‑starter with ability to build effective networks and collaborate across business functions.
- Strong time‑management, prioritization, analytical, and organizational skills.
- Problem‑solving ability under time‑sensitive circumstances, independently or collaboratively.
- Excellent interpersonal, communication, and writing skills.
- Experience with Global Trade systems such as RGEMS and/or SAP.

Employment Eligibility
