Job Description Summary
This Director‑level position serves as a subject matter expert in Medicare Advantage policy, leading the development of regulatory comments, legislative analysis, and stakeholder engagement to advance BCBSA’s Medicare Advantage policy positions.
Responsible for developing and leading strategies to influence legislation, regulations, and key stakeholders; managing business issue identification, impact evaluation, and preparation of policy and advocacy materials; engaging with Hill and Administration officials; collaborating with senior staff for third‑party engagement; identifying opportunities to advance BCBSA Board priorities; and representing the department in internal and external stakeholder groups, overseeing strategies to showcase Blue Plan innovations and advance policies on priority and emerging issues.
Responsibilities
- Manage Regulatory and Legislative Projects: Direct and coordinate projects within regulatory and legislative areas, including policy analysis, development of comments, and educational materials; represent BCBSA in meetings with policymakers and influential organizations.
- Identify and Evaluate Business and Policy Issues: Anticipate and identify key business and policy issues; review legislation, regulations, and guidance, ensuring strategic and business issues for Plans are evaluated.
- Develop and Maintain Key Relationships: Build and maintain relationships with BCBSA representatives, policymakers, and external organizations; serve as liaison with regulatory representatives and play a leadership role with third‑party stakeholders.
- Provide Policy Input and Support: Offer policy input and support to internal and external stakeholders on initiatives, ensuring alignment with policy positions.
- Formulate and Communicate Strategies: Develop strategies on an issue‑by‑issue basis, ensuring consensus among Plans; communicate implications and effects to Plans and promote Plan initiatives to stakeholders.
Salary Range
$155,802.00 – $238,472.39
Required Education, Certifications and Experience
Education
- Required: Bachelor’s Degree in related field or equivalent work experience.
- Preferred: Master’s Degree in Political Science, Public Health, Public Policy or related field or equivalent work experience.
Experience
- Required: 10+ years experience in health care policy and analysis with an emphasis in managed care and/or health insurance.
Knowledge, Skills and Abilities
- Extensive knowledge of managed care and insurance reform issues, operations and policy, as well as knowledge of the federal legislative and regulatory processes.
- Strategic thinking and communication to influence and impact policy.
- Superior facilitation, presentation, organizational and verbal and written skills, with the demonstrated ability to work independently.
- Analytical, planning and project management skills, as well as the ability to prioritize and shift multiple issues and projects without compromising quality results.
Additional Preferred Experience
- Minimum 10 years of experience in Medicare/Medicare Advantage policy and analysis, health insurance policy, and legislative and regulatory policy development.
- Deep expertise in Medicare Advantage including payment methodologies, risk adjustment, Star Ratings/quality, supplemental benefits and/or dual‑eligible populations, as well as broader Medicare payment and policy issues.
- Strong legislative and regulatory development skills, applying sound judgment and rigorous analytical methodologies.
- Highly skilled and experienced with owning the full lifecycle of the comment letter process, including drafting and submitting comments to Congress, federal agencies, and other legislative bodies, writing issue and policy briefs, talking points, and developing detailed legislative and regulatory analyses and slide presentations.
- Ability to translate complex regulatory and legislative developments into actionable strategies aligned with organizational priorities.
- Experience collaborating across multiple departments (e.g., advocacy, public affairs, communications) to ensure cohesive policy positions, messaging and execution.
- Ability to effectively communicate complex policy issues clearly and persuasively.
- Skilled in identifying emerging issues and mobilizing internal resources to respond effectively.
- Proven ability to navigate dynamic, fast‑paced environments, set and achieve objectives in evolving internal and external landscapes, and adapt to shifting priorities while maintaining focus on long‑term goals.
- Experience presenting and representing an organization in public forums, panels, and stakeholder convenings.
- Highly skilled in the Microsoft Office Suite (PowerPoint, Excel, Word).
