Sr. Business Requirements Analyst

General Dynamics Information Technology is seeking to fill a Sr. Business Requirement Analyst role on an existing contract to support the Food and Drug Administration (FDA) and their critical mission needs.

This is a customer‑facing leadership role which requires engagement with senior leadership and the user base of the Center for Drug Evaluation and Research (CDER). It demands both strong business and technical acumen.

As a Sr. Business Requirement Analyst, you will lead an agile delivery team focused on building new customer‑facing web‑based applications. You’ll collaborate closely with the Product Owner and a high‑performing development team to manage the product and deliver high‑value features.

The ideal candidate has strong requirements‑analysis skills and can clearly communicate technical concepts. You should be able to prioritize initiatives, work with management and clients, and direct the project team toward realistic, attainable delivery.

Please note this role requires experience working with the FDA to be considered.

For candidates within a 50‑mile radius of the GDIT office in Gaithersburg, MD, there is an onsite requirement of 2–3 days a week at the Silver Spring, MD or Gaithersburg, MD offices. Travel expenses will not be reimbursed.

Responsibilities

Lead, harmonize, and assist in analyzing and documenting the client’s business requirements and processes; communicate and develop these requirements for technical personnel by constructing basic conceptual business and process flows (Visio), including data dictionaries, configuration rules, business‑requirements documents, and system‑requirements documents.

Plan and design business processes; formulate recommendations to improve and support business activities.

Coordinate and assist in creating basic user‑acceptance test scenarios to verify that client requirements (e.g., edge cases) are incorporated into the system design.

Work closely with technical leads and developers to develop and modify system‑requirements documentation to meet client needs and explore potential solutions.

Sequence detailed user stories and requirements to technical leads to support sprint‑planning activities.

Execute demos and user‑acceptance testing and analyze testing results in all phases.

Participate in technical reviews and inspections to verify the “intent of change” is carried through project phases.

Support Product Owners in managing requirements and product features.

Lead and assist with the management of requirements and collaboration sessions using JIRA and Confluence.

Research and assess business goals, objectives, and needs to align information‑technology solutions with business initiatives.

Assist the Product Owner in defining and prioritizing the team backlog so that the solution addresses business and program priorities.

Required Qualifications and Skills

Bachelor’s degree and 10+ years of business‑analysis experience.

Experience with Atlassian tools (JIRA, Confluence).

Expert‑level knowledge of the requirements‑gathering process from start to finish.

Proficiency in building process flows, wireframes, and mockups.

Knowledge of software‑development life‑cycle methodologies.

Experience with Agile/SCRUM, writing user stories, and following the development process through user‑story acceptance.

Ability to obtain and maintain a Public Trust clearance with residency in the US for 3 of the last 5 years.

Desired Qualifications and Skills

Ability to engage, deliver, and communicate at the strategic, tactical, and operational levels, demonstrated by enterprise‑level experience with large IT infrastructures.

Process‑driven acumen that delivers streamlined approaches to requirements gathering and documentation.

Professional Agile certification.

Experience with documentation tools.

Experience with COTS/Low‑code platforms (Appian, FIGMA, Pega, etc.).

Excellent written communication and presentation skills.

Self‑motivated and highly organized.

Ability to communicate succinctly and with brevity at senior‑leadership levels.

Benefits and Compensation Salary range: $124,093 – $161,000, based on experience and location.
