Job Title: Director II – Enrollment Broker Operations Director

Overview The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department is seeking an experienced leader to serve as the Enrollment Broker Operations Director II. You will manage day‑to‑day operations, oversee the Enrollment Broker (EB) vendor, coordinate system projects with the TIERS team, Managed Care organizations and other stakeholders, and drive continuous improvement of enrollment processes.
Responsibilities
Direct and approve Enrollment Broker Operations staff activities, including policy development, program rules, and evaluation tools.
Manage the collection, organization, analysis, and preparation of materials for program information, reports, and strategic planning.
Develop and implement program processes and tools to monitor contractor performance and identify actionable trends.
Manage program communications and report performance to internal and external stakeholders.
Provide technical guidance to staff on performance management and monitoring, and coordinate compliance reviews and surveys.
Hire, manage, develop staff; conduct annual performance evaluations and support professional growth.
Coordinate with multiple stakeholders, manage projects and work groups, and oversee contract deliverables.
Ensure compliance with agency policies, standards, and supporting procedures.
Qualifications
Knowledge of Medicaid and CHIP managed care enrollment policy and processes, and related laws and regulations.
Knowledge of public administration, management techniques, statistical analysis, budgeting, research, marketing, and program management practices.
Skills in identifying performance measures, operating relevant computer software, coordinating with stakeholders, and resolving enrollment issues.
Ability to evaluate policy and program impacts, implement enrollment changes, review contract deliverables, and analyze data for problem solving.
Education & Experience
At least two years of experience in Medicaid and CHIP policy and procedures, or a Bachelor’s degree from an accredited institution, with relevant work experience counted year‑for‑year.
Experience in a leadership role that includes staff management, oversight of work products, and long/short‑term planning.
Additional Information Telework: Eligible for telework. Travel: Up to 5%. Shift: Day.
